Non-Exempt — Full Time

HR Manager - External

Overview:

Under the general direction of the Human Resources Manager - External, Human Resources Generalist is responsible for supporting and administering a wide range of human resources functions, including recruitment, onboarding, employee relations, leave administration, benefits administration, HR compliance, performance management, policy administration, HRIS maintenance, and special projects. The incumbent serves as a resource to employees and management on HR-related matters while ensuring compliance with applicable federal, state, and local employment laws and organizational policies.

This position requires the exercise of sound judgment, discretion, professionalism, and confidentiality when handling sensitive personnel matters. The incumbent regularly interacts with employees, managers, executive leadership, legal counsel, vendors, and external agencies and must possess strong communication and organizational skills.

Essential Duties and Responsibilities:

· Coordinate and administer full-cycle recruitment and onboarding activities, including job postings, candidate screening, interview coordination, pre-employment processing, new hire orientation, onboarding follow-up, and maintenance of recruitment records in compliance with applicable laws and organizational policies.

· Serve as a resource to employees and management regarding human resources policies, procedures, benefits, leave programs, and employment practices; assist with employee relations matters, performance management activities, corrective action processes, workplace investigations, and maintenance of confidential personnel records

· Administer employee leave and accommodation programs, including FM LA, CFRA, ADA, and other protected leave provisions; coordinate leave documentation, certifications, return-to-work processes, and communications with employees, managers, medical providers, and third-party administrators.

· Assist with benefits administration activities, including new hire enrollments, qualifying life event changes, open enrollment, employee benefit inquiries, and coordination with insurance carriers, brokers, and third-party vendors.

· Support compliance with federal, state, and local employment laws and regulations by maintaining accurate HR records, assisting with audits, investigations, reporting requirements, personnel documentation reviews, policy administration, and implementation of HR programs and initiatives.

· Maintain the accuracy and integrity of employee data within the Human Resources Information System (HRIS); assist employees with HRIS-related inquiries, support payroll and timekeeping processes, prepare reports and workforce analytics, and participate in system enhancements and process improvement initiatives

· Coordinate employee engagement, wellness, recognition, and organizational development programs that support employee well-being, retention, and organizational goals.

· Participate in special projects, training programs, and continuous improvement efforts, and perform other related duties as assigned.

Required Qualifications and Skills:

· Bachelor's degree in Human Resources, Business Administration, Public Administration, or related preferred.

· Minimum of five (5) years of progressively responsible human resources experience, including experience in employee relations, leave administration, recruitment, and HR compliance.

· Experience supporting a workforce of 300 or more employees preferred.

· Experience with HRIS systems; Paycom experience strongly preferred.

· Experience working in a multi-state environment preferred.

· Experience in a unionized environment is desirable.

· Federal, state, and local employment laws and regulations.

· Principles and practices of human resources administration.

· Employee relations, leave management, recruitment, and benefits administration.

· HRIS systems, records management, and reporting practices.

· Office software applications, including Microsoft Office Suite.

Supervisory Responsibility:

· This position has no supervisory responsibilities.

Work Environment/Physical Demands:

· While performing the duties of the job, the employee regularly works in an office setting.

· While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools, or controls, and to reach with hands and arms. The employee is frequently required to

stand, talk, and hear.

· Ability to lift 10-50 pounds when necessary.

· The physical demands described here are representative of those that must be met by an employee.

Travel:

· Minimal travel to business-related events, offices, and/or seminars may be required.
