Company Overview
The Payroll and Benefits Specialist role is a dual-focused role responsible for processing accurate, on-time employee compensation and administering company healthcare, retirement, and wellness plans. They act as the primary liaison between human resources, finance, and employees, ensuring all pay and benefit processes strictly adhere to labor laws.
Essential Duties and Responsibilities

1. Process full-cycle bi-weekly payrolls, including verifying timesheets, calculating overtime, and processing deductions.
2. Update and maintain the payroll system with new hires, terminations, and employee compensation adjustments.
3. Process specialized pay elements like bonuses, retroactive pay, and court-ordered wage garnishments.
4. Resolve payroll discrepancies and handle inquiries from employees regarding their paychecks.
5. Manage health, dental, life, cancer, critical illness, and retirement enrollments, qualifying life events, and annual open enrollment periods.
6. Audit and reconcile benefits carrier invoices against payroll deductions to ensure financial accuracy and correct variances when identified in a timely manner.
7. Administer leave programs such as FMLA, short-term disability, long-term disability, and COBRA, coordinating with third-party administrators.
8. Serve as the main point of contact for employee benefits questions and claims escalations.
9. Ensure strict adherence to wage and hour laws, IRS tax regulations, and the Affordable Care Act(ACA).
10. Prepare and analyze payroll reports for finance, accounting, and leadership teams.
11. Assist internal and external auditing teams by supplying accurate payroll and benefits documentation.
12. Maintains strict confidentiality; adheres to all HIPAA guidelines/regulations as well as compliance with HRSA regulations.
13. Reports and/or escalates any payroll or benefit issues that materially impact operations to the Human Resources Coordinator and Chief Financial Officer as soon as possible.
14. Serve as the organization’s Paycom Super User, maintaining system configuration, company settings, workflows, security roles, and user access to support payroll, human resources, benefits, and reporting functions.
15. Establish all new employee records in Paycom, ensuring accurate entry of demographic information, job assignments, compensation, tax elections, direct deposit information, benefit eligibility, and required employment documentation.
16. Maintain and update employee records in Paycom, including promotions, transfers, compensation changes, benefit elections, status changes, leaves of absence, organizational assignments, and terminations, ensuring data accuracy and compliance with organizational policies and applicable regulations.
17. Provide Paycom system support and training to managers and employees, troubleshoot system issues, and coordinate with Paycom representatives to implement enhancements, updates, and best practices.
18. Completes required CHS training per policy, maintains compliance with and knowledge of all CHS departmental, facility specific and system-wide policy and procedure, attends mandatory departmental meetings and/or training, and follows CHS Mission, Vision and Values in delivery of all services
19. Participates in all appropriate meetings within the organization.
20. Maintains a working knowledge of all health information management issues such as HIPAA, Corporate Compliance, and other such healthcare regulations as well as compliance with HRSA regulations.
21. This position may require overtime on occasion.
22. Performs other duties as assigned.
Education/ Licensure
Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field preferred. 3 years of combined experience in payroll and benefits administration preferred.
Skills/ Experience
1. High proficiency in Paycom payroll software.
2. Strong understanding of federal and state employment laws, tax withholding procedures, and general HR principles.
3. Exceptional attention to detail, highly organized, and the ability to maintain strict confidentiality regarding employee data.
4. Must possess the strong interpersonal skills to be able to interact professionally with employees, vendors, visitors, government agencies, and the public.
5. Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objective, policies, and procedures, etc., that are necessary for the department.
6. Knowledge and understanding of FQHC regulations, and HRSA procurement standards preferred.
7. Must be proficient in Microsoft office.
Environmental/Working Conditions:
1. Works in a well-lighted/ventilated office area of the facility.
2. Is subject to frequent interruptions.
3. Is involved with personnel, patients, visitors, government agencies/personnel, etc., under all conditions/circumstances.
4. Is subject to hostile and emotionally upset personnel, patients, visitors, etc.
5. Is willing to work beyond normal working hours: weekends, holidays, and other shifts/positions as necessary.
6. Attends and participates in continuing educational programs designed to keep you abreast of changes in your profession.
7. Is subject to cuts, bruises, falls, burns from equipment, odors, etc., throughout the workday.
8. May be exposed to blood borne pathogens, infectious waste, diseases, conditions, etc., including the potential exposure to the AIDS and Hepatitis B viruses.
Physical Demands:
1. Must be able to handle occasional lifting and pulling.
2. Must be able to move intermittently throughout the workday.
3. Must be able to function independently, have personal integrity, and the ability to work effectively with patients, personnel, and support agencies.
4. Must be able to relate to and work with ill, disabled, elderly, emotionally upset, and at times hostile people within the facility.
