QUALITY & COMPLIANCE MANAGER

JOB SUMMARY

The Quality & Compliance Manager is responsible for developing, implementing, and overseeing the organization's quality assurance and compliance programs to ensure operational excellence, regulatory compliance, and consistent service delivery across all business divisions. The position serves as the organization's primary resource for operational auditing, quality management, policy administration, risk mitigation, and continuous improvement initiatives while supporting commercial, staffing, security, municipal, state, and federal operations.

Working collaboratively with executive leadership and operational departments, the Quality & Compliance Manager evaluates organizational processes, monitors compliance with applicable laws, regulations, contractual obligations, licensing requirements, and company policies, and develops corrective action plans to improve operational performance. The position conducts internal audits, investigates operational concerns, analyzes trends, develops quality standards, and provides guidance to leadership to promote accountability, consistency, and organizational integrity.

The successful candidate will possess extensive knowledge of compliance management, quality assurance, auditing principles, regulatory requirements, and operational best practices, with the ability to identify organizational risks, improve internal controls, and foster a culture of continuous improvement.

SUPERVISORY RESPONSIBILITIES

Provides leadership and guidance to quality assurance and compliance personnel as assigned.
Coordinates cross-functional compliance initiatives with operational leadership.
Assists with employee training related to compliance, quality standards, and company policies.
Supports performance improvement and corrective action initiatives.
Participates in hiring, on-boarding, training, and development activities as assigned.

DUTIES/RESPONSIBILITIES

Develop, implement, and maintain company-wide quality assurance and compliance programs.
Conduct operational, personnel, payroll, contract, licensing, and documentation audits to evaluate compliance with company policies, client requirements, and applicable laws.
Monitor compliance with federal, state, and local employment regulations, licensing requirements, government contracting requirements, and internal operating procedures.
Investigate compliance concerns, operational deficiencies, employee complaints, and policy violations, recommending appropriate corrective actions when necessary.
Develop, review, and maintain policies, standard operating procedures, compliance documentation, and quality management standards.
Analyze audit findings, compliance trends, operational risks, and performance metrics to identify opportunities for continuous improvement.
Collaborate with Human Resources, Operations, Payroll, Risk Management, and executive leadership to implement corrective action plans and improve organizational performance.
Prepare audit reports, compliance assessments, quality reviews, and executive summaries with recommendations for operational improvements.
Coordinate regulatory inspections, client audits, licensing reviews, and responses to governmental or contractual compliance inquiries.
Perform other related duties as assigned.

REQUIRED SKILLS/ABILITIES

Extensive knowledge of compliance management, quality assurance, auditing, and operational best practices.
Strong understanding of employment laws, regulatory requirements, licensing standards, and government contracting compliance.
Excellent analytical, organizational, investigative, and problem-solving skills.
Ability to conduct audits, evaluate operational processes, and identify organizational risks.
Strong written, verbal, and interpersonal communication skills with the ability to prepare professional reports and recommendations.
Proficiency with Microsoft Office, reporting software, document management systems, and business applications.
Ability to interpret laws, regulations, contracts, policies, and operational procedures.
Ability to manage multiple projects while maintaining attention to detail and meeting established deadlines.
Ability to build collaborative working relationships across all levels of the organization.
Commitment to integrity, professionalism, confidentiality, and continuous improvement.

EDUCATION AND EXPERIENCE

Bachelor's degree in Business Administration, Human Resources, Public Administration, Criminal Justice, Compliance, Management, or a related field preferred (not required).
Minimum of 7 years of progressive experience in compliance, quality assurance, auditing, risk management, operations, or a related field.
Minimum of 5 years of management or leadership experience.
Experience conducting operational, compliance, financial, personnel, or contract audits preferred.
Experience supporting staffing, security, government contracting, or multi-location operations is highly desirable.
Equivalent combinations of education, experience, and demonstrated expertise may be considered.

PHYSICAL REQUIREMENTS

Prolonged periods of sitting while working at a computer.
Frequent use of computers, telephones, and other standard office equipment.
Ability to communicate effectively in person, by telephone, and electronically.
Ability to occasionally lift and move up to 25 pounds.
Ability to travel to company offices, client locations, and operational sites as business needs require.
