Job Title: Sub. Technical Representative I

West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

Responsible for the execution and coordination of assigned subcontract activities required to successfully complete projects on schedule and within budget. Also responsible for the oversight of assigned subcontractors work execution and monitoring compliance with the requirements of the subcontract, including technical interpretation, environmental, safety and health oversight, schedule maintenance, day-to-day technical and administrative guidance, and coordination of activities.

MINIMUM QUALIFICATIONS

Education/Experience: Bachelor’s degree in related discipline and a minimum of two (2) years of experience or an equivalent combination of education and experience.

MAJOR RESPONSIBILITIES/SCOPE OF WORK

Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
Adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
Develops and submits requisition packages.
Provides oversight of the program and subcontract compliance with safety, quality, cost, schedule, security, and environmental subcontract performance within the terms of the contract.
Confirms required permits, clearances work documents, and other requirements are in place prior to work.
Coordinates arrangement for site access and de-conflict competing site activities.
Adheres to policies and programs concerning the maintenance and site services organization.
Maintains thorough knowledge of the subcontract and initiates trends for approved changes or any change which impacts the cost and schedule of the subcontract.
Assists in directing the efforts of subcontractor and company personnel in the handling, installation, and utilization of various systems and equipment.
Advises customer and contractor personnel of company requirements for products and services, support equipment, and electronic equipment installations.
Writes and/or reviews onsite craft and offsite subcontract work documents and supports work coordination and hazard mitigation steps of our ISMS programs.
Performs reviews, coordinates, and issues vendor submittals and onsite design reviews.
Regular onsite attendance is required.
Contributes to team effort by accomplishing related results as needed.

ESSENTIAL FUNCTIONS

Proficiency in the formation and administration of subcontracts through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring of the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
Knowledge of subcontractor policies and procedures.
Verbal and written communication skills for interfacing with other employees, high level management, and vendors.
