Full Job Description

The National Energy Technology Laboratory (NETL) aims to enhance its security posture and operational efficiency by procuring and implementing the ServiceNow Security Operations (SecOps) module. This initiative will involve maturing our existing Configuration Management Database (CMDB) to provide a critical foundation for asset data, followed by the integration and deployment of the Vulnerability Response (VR) and Security Incident Response (SIR) modules. The outcome will be a unified platform for proactive vulnerability management and streamlined incident handling.

Task 1 - Configuration Management Database (CMDB) Improvement

The anticipated period of performance is September 1, 2026, through July 12, 2027. Onsite presence in Morgantown, West Virginia may be required. Applicants must be U.S. citizens due to federal contract requirements. Selected personnel must successfully complete applicable background screening and DOE badging requirements

Implementation Scope:

Document requirements for the CMDB, including CDM (Configuration Data Management) and other related needs.

Define the scope for Configuration Item (CI) types such as servers, workstations, network devices, and mobile devices, along with administrative and research components.

Review the CSDM (Common Service Data Model) framework and assess its impact on existing processes.

Review and implement CSDM.

Review CI class attributes, identification rules, reconciliation rules, and relationships.

Define CI lifecycles.

For each CI class, define the primary method of data population (e.g., automated discovery, integration, manual entry) and its supporting rationale.

Set up integrations and discovery schedules.

Perform 'Initial' data load reconciliation, with iterative review until accuracy is achieved.

Develop key performance indicators (KPIs) and metrics for CMDB health and create associated dashboards and reports.

Enable linkage to ITSM Change Management, Security Incident Response, Vulnerability Response, Application Business Portfolio, Asset Management.

Configure forms and workspaces.

Staff Training

Task 2 - Vulnerability Response (VR) Implementation and Configuration

Scope:

Install Vulnerability Response plug-ins.

Install and configure integrations with NVD (National Vulnerability Database), CWE (Common Weakness Enumeration), and CISA KEV (Known Exploited Vulnerabilities).

Configure various vulnerability scanner integrations from the ServiceNow store.

Configure groups, roles, and permissions for VR.

Configure CI lookup rules.

Configure vulnerability assignment, grouping, and remediation target rules.

Implement risk calculators for prioritizing vulnerabilities.

Configure up to four (4) remediation task SLAs.

Configure auto-close and auto-delete rules for vulnerabilities.

Configure false positive and exception (deferral) approval processes.

Configure OOB notifications and up to five (5) additional notifications.

Enable OOB reports and dashboards, and create up to five (5) additional reports.

Set up watch topic functionality and two (2) initial watch topics.

Enable linkage to ITSM Change Management.

Configure forms and workspaces.

Enable solution management with OOB sources.

Staff Training

Task 3 - Security Incident Response (SIR) Implementation and Configuration

Scope:

Install the Security Incident Response (SIR) plug-in.

Integrate with Microsoft Azure Sentinel, Palo Alto Networks NGFW, and Splunk for alert ingestion.

Set up inbound email ingestion rules for SIR creation.

Configure groups, roles, and permissions for incident response.

Enable SIR process definition adhering to NIST and SANS frameworks.

Configure two (2) assignment and escalation rules.

Implement severity calculators and risk scoring to prioritize incidents effectively.

Configure up to three (3) Service Level Agreements (SLAs) for security incidents.

Configure one (1) post-incident review process.

Configure analysis tools.

Set up security tagging for access restriction.

Set up Threat Intelligence feeds from various STIX/TAXI feeds with the ability to ingest CTI from email sources.

Configure Out-Of-The-Box (OOB) notifications and up to five (5) additional customized notifications.

Configure two (2) task playbooks of moderate complexity.

Set up a runbook Knowledge Base (KB) and import existing runbooks.

Configure fields and workspaces for SIR.

Enable OOB reports and dashboards, and create up to five (5) additional reports.

Configure the security incident catalog.

Staff Training
