SALARY: $88,193 - $95,193 plus competitive benefits package (WVDE Summary of Benefits) equal to approximately 35% of direct compensation

JOB SUMMARY:

The WVDE Federal Reporting Coordinator is responsible for overseeing the management and submission of all data files in accordance with federal requirements as part of federally mandated submissions for the EDFacts program and Common Core of Data at the U.S. Department of Education. This position coordinates reporting as required under relevant federal laws and regulations. In addition, this position provides support for the Individuals with Disabilities Education Act (IDEA) reporting, Consolidated State Performance Reporting (CSPR), the Office of Civil Rights Data Collection, and state required reporting.

DUTIES AND RESPONSIBILITIES:

Manage required federal reporting for the EDFacts program.
Develop a project plan for submitting all required EDFacts federal data files annually.
Provide technical assistance to colleagues and district staff for required data collection and reporting.
Support and advise in the collection of required data from districts and schools.
Manage databases and applications used in data collection and reporting.
Organize, clean, validate, and assure quality and accuracy of acquired data.
Work with WVDE program offices and districts to document data sources, ensure uniform data definitions, and ensure standardized data maintenance and reporting.
Prepare statistical reports, analyze trends, and create datasets for varied stakeholders and purposes.
Prepare, format, and submit required data files to official federal reporting systems.
Participate in meetings as required by the U.S. Department of Education as the designated EDFacts Coordinator.
Identify training needs for the WVDE and LEA staff related to federal reporting.
Extracts data from various sources as needed (including the West Virginia Education Information System, the data warehouse, and operational data stores).
Develop, document, and implement reporting practices and standards in alignment with federal and state requirements.
Develop and maintain documentation for data collection, maintenance, and reporting processes.
Other duties, as assigned by the office director, which are required to accomplish the goals of the Department of Education.
Perform other assignments as deemed appropriate and necessary by the State Board of Education, Associate/Assistant Superintendent, and the State Superintendent of Schools.

EDUCATION AND EXPERIENCE:

Bachelor's degree in education, public administration, data management, data analytics, information technology, or a closely related field. Master's degree preferred.
Five years of professional experience as a programmer, data analyst, or database administrator.
Professional experience in supporting data collection systems, large-scale data collection, and/or state/federal reporting strongly encouraged. Experience with education data reporting preferred.
Experience with IBM iSeries, RPG, DB2/AS400, ColdFusion, SQL, Microsoft Fabric, and Microsoft Excel preferred.
Advanced proficiency in data management or data warehousing, SQL/ETL processes, and interpreting state and federal mandates.
Exceptional project management skills and ability to multi-task.
Must have demonstrated experience meeting mandatory, firm deadlines.
Effective communication skills, both written and verbal.
Experience providing technical assistance and training to diverse stakeholders related to the collection and reporting of high-stakes data.
Working knowledge of educational accountability programs.

PHYSICAL REQUIREMENTS:

This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.
The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
