The Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board of Cuyahoga County is responsible for the planning, funding and monitoring of public mental health and addiction treatment and recovery services delivered to the residents of Cuyahoga County. The ADAMHS Board is seeking a Network and Systems Administrator to manage and administer a cloud-first technology environment including cloud-based and on-premise infrastructure, end-user systems and network services. This individual will support Microsoft 365 and related cloud platforms, maintain physical security systems, provide help desk support at all tiers and perform other network and hardware related tasks in support of the Board’s operations and cybersecurity program.
Key Responsibilities
- Responsible for day-to-day IT operations. Coordinates with managed service providers (MSPs) on MSP-managed business-critical systems while maintaining full administrative access and oversight of the Board’s environment.
- Responsible for Networking Operations including administration of switching, routing, and firewall configuration. Plans, schedules, and performs network-related changes and implementations in collaboration with the Director of IT.
- Responds to computer and network issues, provides IT end-user support to staff (and occasionally providers) at all tiers, from initial intake through resolution, and seeks management approval when dealing with unusual events that may be outside the scope of normal day-to-day operations.
- Manages servers and other network related devices and services, physical and virtual, (i.e., GOSH, Domain Controllers, backup services, SQL Server, firewall, network switches, etc.) both on-premise and in the cloud.
- Administers cloud-based services including, but not limited to, Azure, Entra ID, Exchange Online, Microsoft Teams, Secure Email Gateway and related collaboration and communication platforms. Administers Microsoft SharePoint Online and OneDrive, including site creation, permissions management, governance, and configuration of folder sync for a hybrid in-office and remote work environment.
- Administers Microsoft Entra ID, including full identity governance functions such as conditional access policies, multi-factor authentication, application registrations. Maintains and deploys device policies in Intune in coordination with Entra, supplementing legacy Active Directory group policies where applicable. Manages endpoint patching for Windows Updates and Endpoint Detection and Response (EDR) software.
- Manages the Board’s Active Directory and domain accounts to include creation and set up of groups and account permissions. Administers a hybrid domain controller environment. Manages Domain Name System (DNS) and Dynamic Host Configuration Protocol (DHCP) to ensure proper naming, addressing, and access to systems and services.
- Administers desktop and laptop computers, mobile devices, multifunction devices (MFDs), and other peripheral devices.
- Serves as the backup to the database specialist, performing routine database maintenance tasks including executing procedures, importing and exporting data, and other related activities when the primary database specialist is unavailable.
- Oversees, supports, troubleshoots, and configures audio/video equipment and technology in conference rooms and throughout the office.
- Assists in writing IT policies and procedures and maintaining documentation for the Board’s network. Maintains a comprehensive and up-to-date inventory of the Board’s technology resources, tracking deployments, changes, and disposals.
- Supports and maintains the Board’s cybersecurity program operationally and administratively. Ensures proper security protocols are employed when HIPAA-related or other confidential information is being exchanged. Proactively monitors IT systems for possible security issues. Participates in cybersecurity governance activities including documentation, policy support, and alignment with applicable frameworks and regulatory requirements.
- Administers and maintains the Board’s physical security systems, including camera surveillance and access control.
- Assists in the design, testing, and implementation of the Board’s Disaster Recovery Plan and Business Continuity Plan to ensure operational excellence.
- Participates in Board and other meetings as required.
- Manages and/or oversees administration, repairs, upgrades, and support of the VoIP network and related system.
- Performs special projects as needed or directed.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor's degree in Information Technology, Computer Science, or related field OR an Associate’s degree in a related field plus relevant industry certifications (CompTIA A+, Network+, Security+, Microsoft certifications or equivalent)
- 2+ years of hands-on experience in information technology operations
- Strong understanding of computer networking concepts (TCP/IP, switching, routing) with the ability to troubleshoot complex network issues
- Demonstrated experience with one or more of the following: Microsoft Entra ID, Microsoft Intune, Microsoft 365 platform administration
- Experience in IT support operations serving end users at multiple support tiers
Physical Demands
- Traditional office position which may require ability to use and operate office equipment and technology including computers, mobile devices, and multifunction devices
- May required the ability to lift and transport IT equipment such as computers, monitors, and related hardware.
- Ability to transport oneself or arrange for transportation throughout the County and State.

The deadline for applications is 5:00pm on Monday, June 15, 2026. The salary range for this position is $68,000 - $78,000. The pay for this position is commensurate with experience. This position is not eligible for immigration sponsorship. This position operates on a standard schedule of 9:00am – 5:00pm.
