Full Job Description

The Carroll County Youth Services Bureau is a non-profit organization that has provided outpatient mental health services in Carroll County since 1972. CCYSB has grown into an agency that commits itself to providing a full continuum of mental health and substance use services for children, families, and adults in Carroll County.

Identify, develop, review, and submit grant applications including narratives, budgets, and assurances. Identify, communicate, and develop grant opportunities for Carroll County Youth Service Bureau (CCYSB) and partner agencies. Understand grant compliance, requirements, assurances, and certifications. Grant sources include federal, state and county behavioral health, foundation, and corporate funders

Essential Functions:

· Review, edit, write, and submit grant applications including narratives, budgets, and assurances

· Support grant development activities of Carroll County Youth Service Bureau and partner agencies

· Monitor grant performance and support adherence to deadlines and fiscal guidelines

· Research and communicate grant opportunities to CCYSB administration or as assigned

· Prepare grant proposal summaries and assist in educating CCYSB programs about grant procedures and technical requirements

· Coordinate with the Director of Finance on grant budget development, expense coding, and compliance with funder fiscal requirements

· Maintain grant tracking and reporting systems (grants management database/CRM) to monitor deadlines, deliverables, and compliance documentation across the grant portfolio

· Write grant progress reports, compliance reports, and funder correspondence, tracking submission deadlines across the active grant portfolio

· Present grant funding status, compliance, and opportunity updates to CCYSB leadership, the Board, and program staff as needed

· Analyze grant compliance data, funder feedback, and program performance metrics to identify risk areas and recommend correctives.

Knowledge and Skills Required

· Bachelor's degree in Business Administration, finance, accounting, or other related field

· Two years’ experience in grant monitoring, grant management, or grant writing (a comparable amount of training and experience may be substituted for the minimum qualifications)

· Ability to read, analyze and understand grant guidelines, applications, budgets, policies, assurances and legal documents.

· Ability to organize and analyze data including budgets and performance measures

· Ability to operate computer programs such as Office365, email, and internet

· Ability to use initiative and judgment in scope of designated responsibilities to ensure that matters requiring attention are appropriately delegated or handled

· Able to effectively communicate with consumers, vendors, supervisors, co-workers, and other persons in writing and by telephone while remaining professional, pleasant, and respectful

· Ability to perform physical aspects of position including but not limited to: sitting for

80% of the workday, lifting/carrying/moving objects up to 10 pounds, bending or reaching to file and working while standing/moving

· Ability to conduct oneself as a team member through use of collegial words and actions that support co-workers and Carroll County Youth Service Bureau’s philosophy, mission and vision.

Preferred Qualifications

· Experience working in behavioral health, substance use treatment, or a related clinical/human services field

· Familiarity with behavioral health program terminology and funding mechanics, including financial allocation and billing practices across grant-funded and clinical revenue streams

Physical Working Conditions

· This job requires sitting for 80% of the workday; lifting/carrying/moving objects up to 10 pounds; bending or reaching to file and working while standing/moving

· Smoke-free office and property

· Lighted, heated/cooled area typical of an office

Training

· Must participate and successfully complete a variety of training which may include Infection Control, HIPAA, Corporate Compliance/Ethics, Consumer Rights, First Aid/CPR and other training as requested.
