This position functions as the primary leadership trainer and recognized resource for the MDOC Leadership Academy (L.E.A.D.), serving as the designated subject matter expert for statewide leadership development standards and programming. The role requires advanced coordination, expert-level guidance, and consistent implementation of leadership standards across all assigned areas. It provides direction on leadership training requirements, clarifies statewide standards when questions arise, and ensures consistent application of required practices. The position evaluates leadership training delivery to confirm compliance with statewide benchmarks, identifies inconsistencies, and issues corrective guidance when gaps are found. It coordinates and delivers complex, multi-level leadership development programs; collaborates with curriculum experts to refine training content; and integrates evaluation results and statewide standards into training delivery. Responsibilities also include conducting advanced analysis of training data, evaluation outcomes, and survey findings to identify systemic leadership development needs, performance gaps, and implementation challenges such as variability in training completion caused by staffing levels, scheduling constraints, or operational demands. The position analyzes leadership evaluation data to determine root causes of performance or compliance issues, recommends corrective actions, oversees implementation to ensure lasting improvement, and facilitates discussions with evaluators, supervisors, and program stakeholders to promote consistent understanding and application of L.E.A.D. standards. It supports all leadership training levels, ensuring statewide standards are applied uniformly throughout the organization.

Required Education and Experience

One year of professional experience in planning, developing, conducting, or evaluating staff development, training, or other programs equivalent to a Human Resources Developer.

Human Resource Developer P11

Two years of professional experience in planning, developing, conducting, or evaluating staff development, training, or other programs equivalent to a Human Resources Developer, including one year equivalent to a Human Resources Developer 10.

Human Resource Developer 12

Three years of professional experience in planning, developing, conducting, or evaluating staff development, training, or other programs equivalent to a Human Resources Developer, including one year equivalent to a Human Resources Developer P11.

Education and Experience for Human Resources Developer (Departmental

Trainee) 9 (FOR CLASSIFIED STATE EMPLOYEES ONLY)

Education

Educational level typically acquired through completion of high school.

Experience

Administrative Support Experience

Two years of E10- or E11-level experience.

Four years of advanced or supervisory 9-level, or Senior Executive Management Assistant 9 experience.

Two years of advanced or supervisory 10-level experience.

One year of advanced or supervisory 11-level (or higher) experience.

Business and Administrative Experience

Two years of E9- or E10-level experience.

One year of advanced or supervisory 10-level (or higher) experience.

Human Services Experience

Two years of E9- or 10-level paraprofessional* or nursing experience.

Two years of E10- or E11- or supervisory 10-level experience.

One year of advanced or supervisory 11-level (or higher) experience.

Engineering and Scientific Experience

Two years of E10-, E11-level or supervisory 10-level experience.

One year of advanced or supervisory 11-level (or higher) experience.

Safety, Security and Regulatory Experience

Two years of E11-level experience.

Paraprofessional classifications are those requiring an associate's degree or two years of college.

Educational Substitution

College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

Alternate Education and Experience

Human Resources Developer 9 - 12

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

Additional Requirements and Information

Ability to organize and coordinate human resource development activities within L.E.A.D. and Training Division.
Ability to allocate work to other staff; and ability to determine, and manage, work activities independently.
Possession of a valid driver’s license.

All new employees will complete additional online training to successfully complete their non-custody new employee training.
