Job Summary
The Grants & Strategic Funding Manager is a high-impact role responsible for securing and managing the diverse revenue streams that sustain our community’s behavioral health safety net. This position moves beyond simple "writing" to act as a Funding Strategist, ensuring that MPNN BH maximizes diverse funding opportunities.
The Grants & Strategic Funding Manager leads the identification, development, and management of grant and strategic funding opportunities across our 10-county catchment area. This position moves beyond traditional grant writing to lead regional funding strategy, coordinating with local jurisdictions to leverage and align multiple funding streams that expand behavioral health services
Job Responsibilities
1. Identify and pursue grant and funding opportunities at the local, state, and federal level to support behavioral health and recovery initiatives across the region.
2. Build and maintain strategic relationships with local governments, state agencies, foundations, and funding partners to expand funding opportunities and strengthen regional collaboration.
3. Collaborate with localities to secure funding through initiatives such as Opioid Abatement and other substance use recovery investments.
4. Partner with the Virginia Department of Behavioral Health and Developmental Services and other state agencies to support MPNN Behavioral Health’s transition toward the Certified Community Behavioral Health Clinic (CCBHC) model.
5. Research, develop, and manage grant proposals and funding applications, including coordinating internal partners, submitting applications, and overseeing post award reporting and compliance.
6. Multi-County Partnership: Act as the primary liaison for the 10-county catchment, partnering with local administrators and Boards of Supervisors to identify and utilize available local funding for behavioral health needs.
7. Funding Aggregation: Develop regional proposals that combine individual county allocations into scalable, multi-jurisdiction programs.
8. Alignment: Ensure all regional grant activities align with the DBHDS Performance Contract and the specific needs of each locality within the catchment.

Job Requirements
- Must pass all required Background Checks.
- Must possess a valid Virginia Driver's License with reliable transportation and driving record acceptable to agency insurance carrier.
- Must obtain a TB test with satisfactory results within 30 days of employment, and yearly thereafter as required by licensing authority.

Virginia-Specific Expertise: Working knowledge of the Virginia Department of Behavioral Health and Developmental Services (DBHDS) funding portal (WebGrants).

Regulatory Literacy: Proficiency in 2 CFR 200 (Uniform Guidance) for federal awards and Virginia-specific "Barrier Crime" compliance for grant-funded staffing.

Technical Writing: Ability to translate clinical jargon (e.g., ASAM levels of care, SMI/SED designations) into persuasive narratives for non-clinical reviewers.
- Financial Acumen: Ability to develop complex budgets that account for "Match" requirements and avoid "Supplanting" issues.
Education and Experience
Minimum Qualifications
- Education: Bachelor’s degree in Public Administration, Human Services, or Finance or related degree.
- Experience: 2 -5 years of grant writing experience, with at least 2 years in a government, healthcare, or CSB-related environment.
- Success Record: Demonstrated history of securing awards from state or federal agencies.
Preferred Qualifications

Success Record: Supply confirmation of awards that demonstrate a history of securing six-to-seven-figure awards from state or federal agencies.
