Job Overview
We are seeking a dynamic and compassionate Resident Services Coordinator to join our team and make a meaningful difference in the lives of residents. This position manages and efficiently operates the assigned housing property, including the physical, financial and social aspects. Work involves maintaining continued occupancy while ensuring compliance with Lycoming Housing Authority (LHA), Housing and Urban Development (HUD) policy and procedures and adherence to local codes and/or ordinances. Must exercise independent judgement and initiative in performing some duties. Employee will supervise subordinate personnel, calculate rent and prepare various correspondence.
PRIMARY RESPONSIBILITIES
- Prepares and maintains all records at the property level, including tenant accounts, case files, property control records, tenant turnover and building/unit inspections.
- Evaluates buildings and grounds for physical improvements and maintenance and advises LHA on capital improvement needs at the property level.
- Responsible for prompt and full collection of rents, security deposits and other charges; maintains accounting records for all collections.
- Maintains a constant review of delinquent accounts and reports delinquencies in accordance with established procedures.
- Conducts annual, interim and special re-examinations of rent and family composition, including interviewing residents, processing changes, verifying income/expenses/deductions, while adhering to LHA and HUD policies and procedures.
- Conducts all verifications of income/expense/deductions in accordance with HUD’s protocol (UIV, Work Number, etc.,).
- Processes evictions for non-payment of rent and lease violations and represents LHA in court cases involving resident lease enforcement.
- Monitors all activities of the assigned housing property to ensure lease enforcement.
- Responsible for professional relations with all staff, residents, other organizations and the community at large.
- Responsible for meeting with residents concerning rent collection, maintenance issues, resident complaints and provides the opportunity for informal grievance hearings.
- Supervise all maintenance repairs and property activities.
- Responsible for the supervision and evaluation of subordinates.
- Participate and provide coordination at the property level during capital improvement projects.
- Supervises all resident transfers.
- Reviews the work of all subordinate employees ensuring that their work complies with of all LHA and HUD regulations.
- Attend all required staff training and safety meetings; report all injuries and illnesses to supervisor immediately; report hazardous conditions or unsafe work practices to supervisor; and follow all safety and health guidelines, practices, policies and procedures.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Education
Two (2) year college degree in Human and/or Social Services, Business Administration, Civil Service Exam (Project Manager) or not less than four (2) years of related experience.
Licenses and Screening
Must possess and maintain a valid Pennsylvania Driver’s license and fully insurable driving record. Must have the ability to successfully pass a pre-employment drug, obtain Act 33 and 34 Clearances, and driving screening.
Knowledge
Must be able to carry out written and oral instructions. Must be able to work well with the program participants and co-workers. Must have knowledge of professional business office practices.
Physical
Majority of duties are performed in an office setting while sitting at a desk or standing performing clerical/administrative functions. Use of a computer system and office equipment is mandatory to the performance of the job duties. In some cases, duties will require performing minor physical activity when filing or archiving files, walking inside and outside of assigned property and walking up stairs.
Environment
The employee is occasionally exposed to wet and/or humid conditions and outside weather conditions.
