Pay Rate: $20 - $22 an Hour (Based on qualifications and experience)
The Utilities Clerk provides customer service, billing, payment processing, and administrative support for the City’s utility operations. This position assists customers with utility account inquiries, processes payments, supports monthly billing activities, coordinates service requests, and maintains accurate customer and account records. The role requires accuracy, confidentiality, professionalism, and regular coordination with Public Works and Administration staff.
Key Responsibilities
· Provides customer service to utility customers in person, by phone, and electronically, including responding to inquiries, resolving concerns, and explaining billing, account, and service information.
· Processes utility payments, including cash, checks, credit card transactions, and other forms of payment, while maintaining accuracy and compliance with City procedures.
· Performs utility billing functions, including preparing, reviewing, and distributing monthly bills and related reports.
· Enters, updates, and maintains accurate customer account information and service records within the utility billing system.
· Creates, tracks, and communicates work orders for utility services and Public Works operations.
· Coordinates service requests and communicates effectively with customers, vendors, and City departments, including Public Works.
· Follows established procedures for handling payments, reconciling receipts, maintaining records, and safeguarding confidential customer and financial information.
· Maintains regular and reliable attendance and adheres to established work schedules, including designated lunch periods and office hours.
· Follows supervisor instructions, departmental procedures, and City policies related to customer service, timekeeping, and workplace conduct.
· Performs general clerical and administrative duties, including data entry, filing, preparing correspondence, and maintaining records.
· Communicates professionally and respectfully with coworkers, supervisors, and the public at all times.
· Manages time effectively to complete assigned tasks within established deadlines and scheduled work hours.
· Creates and distributes social media content and public communications related to utility services, water department operations, service interruptions, conservation efforts, and other customer notifications to keep the public informed.
· Performs other related duties as assigned to support utility operations and City services.
Qualifications
Minimum Qualifications
· High school diploma or equivalent required.
· One year of experience in customer service, clerical support, billing, collections, cashiering, accounting support, or a related administrative role.
· Ability to accurately process payments, maintain records, and enter data into computer systems.
· Ability to communicate professionally with the public, coworkers, vendors, and City staff.
· Ability to successfully pass a background check and drug screening.
· Proficiency with Microsoft Office, particularly Outlook, Word, and Excel.
· Valid South Carolina driver’s license or ability to obtain one upon employment may be required.
Preferred Qualifications
· Experience working in a municipal government, utility, public works, or customer service environment.
· Experience with utility billing software or financial/accounting systems.
· Experience processing customer payments, account adjustments, deposits, and billing inquiries.
· Experience with delinquent account collections, payment arrangements, or debt setoff programs.
· Experience with records management, public records, or confidential customer information.
Work Schedule
· Standard work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. with a meal break between 12- 12:30pm.
· Employees are expected to follow established office hours and fixed lunch schedule.
· This position may occasionally require flexibility to support City operations, special projects, emergency response needs, or other City-related functions.
Knowledge, Skills, and Abilities
· Knowledge of general office practices, customer service procedures, and records management.
· Basic knowledge of billing, payment processing, cashiering, collections, and account maintenance.
· Ability to provide courteous, professional, and patient service to customers, including those with billing concerns or service-related issues.
· Ability to accurately enter, review, and maintain customer account information.
· Ability to understand and follow City policies, utility billing procedures, payment handling requirements, and confidentiality expectations.
· Ability to handle cash, checks, credit card payments, receipts, and related documentation accurately.
· Ability to organize work, manage competing priorities, and meet billing and reporting deadlines.
· Ability to communicate effectively by phone, email, and in person.
· Ability to work collaboratively with Public Works, Administration, vendors, and other City departments.
· Ability to maintain confidentiality of customer, financial, and City information.
· Ability to exercise sound judgment and escalate customer concerns or unusual account issues appropriately.
· Proficiency with computers, utility billing systems, email, and Microsoft Office applications.
Work is performed primarily in an office environment. The position requires prolonged periods of sitting, use of a computer, answering phones, interacting with the public, and performing detailed clerical work. The employee may occasionally be required to stand, walk, bend, reach, lift or carry files or office materials, and operate standard office equipment
