HUMAN RESOURCE DIRECTOR
JOB FUNCTION/ PURPOSE:
This is managerial and administrative work directing and managing the City-wide Human Resources department, programs, and activities. The Human Resources Director serves at the will of the City Manager and may be appointed or removed at will by the City Manager. Work in this class is distinguished from higher classes by its emphasis on Human Resources and from lower classes by its departmental managerial responsibility.

ESSENTIAL JOB FUNCTIONS
CITY-WIDE:
- Serves on the senior management team and works as a strategic partner with Charter Officers/designees, department directors, and the City Council, as appropriate.
- Provides a leadership role for the City with respect to all matters concerning Human Resources and Organizational Development (HR/OD (other departments)).
- Develops, implements, and monitors long- and short-range HR/OD strategies for the City that are aligned with and support organizational values, goals, and objectives.
- Serves as a consultant to management in all areas of human resources. Works closely with department and division heads to determine HR/OD needs.
- Assures effective communication of pertinent information to all department members including Vision, Mission, and Values, and other information important to employees.
- Develops, delivers, and monitors appropriate and effective HR/OD processes, practices, and services city-wide.
- Researches and recommends innovative and strategic system and process changes to improve efficiency and responsiveness to HR/OD processes, practices, and services.
- Recommends and implements appropriate organization structure, staffing, classification, and compensation.
- Responsible for and recommends direction and strategy for the negotiation and administration of all city-wide collective bargaining agreements. Responsible for effective labor relations city-wide.
- Provides oversight to all employee relations activities within the City, assisting management in the development and delivery of all employees’ disciplinary actions.
- Directs or conducts management investigations in response to complaints or allegations of improper conduct.
- Conducts disciplinary actions in response to complaints to include Observation reports, Verbal Warnings, Written Warnings, Work Improvement Plans, and Terminations.
- Responsible for implementing Workers' Compensation claims, forms, and follows up on all actions needed to comply with requests and requirements for any and all claims.
- Monitors and implements Health Care Benefits, Open Enrollment, new hire packages, and identifies improvements in all processes.
- Identifies when, where and what employee or management communication or training is needed and identifies, develops, and delivers it.
- Develops HR policies and oversees the development of processes and procedures to implement, monitor and enforce them.
- Resolves disputes concerning application or interpretation of policies and procedures.
- Acts as the custodian of employee personnel files and maintains personnel records through appropriate systems, forms, procedures, and methods of recordkeeping.
- Develops and distributes appropriate management reports and metrics relative to employees and employment.
- Ensures that all HR policies and practices comply with all applicable Federal, State, and local laws, ordinances, rules, and regulations; and ensures that managers, supervisors, and employees are in compliance with these policies and practices.
HR DEPARTMENT:
- Develops and implements goals, objectives, long-term and short-term range plans for the effective operation of the Human Resources Department.
- Plans, organizes, administers, directs, and reviews the activities of the Human Resources Department.
- Prepares, submits, and monitors the annual department budget.
- Selects, assigns, coordinates, reviews, and evaluates the work of subordinate managers.
- Recommends selection, promotion, discharge, and other appropriate personnel actions.
- Communicates with the City Council, City Manager, and other Charter Officers by providing periodic and on-request reports, and presentations.
- Attends work on a continuous and regular basis.
NON-ESSENTIAL FUNCTIONS:
- Performs other duties as assigned and may act as supervisor in the absence of City Manager.
CERTIFICATIONS AND LICENSES:
- Valid Driver’s License Required.
- Florida Driver’s License required within 30 days of hire.
- SHRM or PHR Certification desired.
KNOWLEDGE, SKILLS. AND ABILITIES:
- Thorough knowledge of principals, theories, methods, and practices of human resources management including recruitment, selection, classification, compensation management, wage and salary administration, organizational development, employee training and development, employee relations, and labor relations.
- Thorough knowledge of laws, ordinances, regulations, and statutes which govern human resources functions.
- Thorough knowledge of principles and practices of effective administration and supervision.
- Ability to effectively lead or work as a member of a self-directed work team.
- Knowledge and experience of budget procedures, particularly governmental budgeting.
- Skill and ability to negotiate collective bargaining and other employment related agreements in the best interest of the City.
- Ability and experience to develop long-term human resources solutions and programs.
- Ability to evaluate work accomplishments.
- Ability to communicate effectively, both orally and in writing.
- Ability to plan, assign, delegate, and direct the work of administrative and supervisory personnel.
- Exceptional ability to work effectively with executive level management or elected officials, charter officers, and department heads, representatives of other agencies, other employees, and the general public.
- Ability to maintain security and confidentiality
EDUCATION AND EXPERIENCE:
- Bachelor degree from an accredited college or university with major course work in Human Resources, Business Administration, Public Administration, or related field.
- Five (5) years of progressively responsible management or supervisory experience in the human resource field.
- OR an equivalent combination of education, training and experience which provide the required knowledge, skills, and abilities to carry out all aspects and duties of this position.
- Public sector management experience in local government is desirable.
- Municipal experience with labor unions desirable.
RESIDENCY REQUIREMENT:
The employee must reside within 30 minutes of City Hall (50 NW Main Street).
PHYSICAL AND ENVIORNMENTAL REQUIREMENTS:

PHYSICAL AND DEXTERITY REQUIREMENTS: Position requires mostly sedentary work that will occasionally require walking or standing for brief periods of time. Requires sedentary work that involves sitting or standing for prolonged periods of time and may involve exerting up to fifteen (15) pounds of force occasionally to move objects, or considerable skill, adeptness, and speed in the use of fingers, hands or limbs in tasks involving repetitive motions and the use of standard office equipment.
Great physical effort is not necessarily a part of the job, but long hours attending evening meetings or to work on agency related matters may be required. Occasional travel out of town may also be necessary. Stamina is required to endure and resolve crisis-oriented work situations.
SENSORY REQUIREMENTS: Sensory ability refers to hearing, sight, touch, taste, and smell required by the job. The job requires normal visual acuity and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
ADDITIONAL INFORMATION/REQUIREMENTS
During periods when the City Mayor issues an emergency declaration for the City of Williston, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
