JOB TITLE: Development – Construction Project Manager I FLSA STATUS: Exempt

REPORTS TO: Development Manager
SUMMARY: The Construction Project Manager I manages and inspects the daily work of general contractors and subcontractors to ensure contract and code compliance. The Construction Project Manager I also inspects existing WHA property for soundness.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Oversees all aspects of renovation and new construction.
- Coordinates zoning regulations and convenes zoning hearings.
- Communicates with community representatives, citizen groups, and municipal governments.
- Resolves any environmental issues, and sub-surface issues.
- Oversees sewage, water, gas, foundations and installations.
- Inspects the daily work of contractors and subcontractors.
- Inspects work to ensure completion of work and compliance with specifications and regulations of governing authorities.
- Meets with specification writer, draftsperson, architect, contractors, governmental representatives, subcontractors and interested parties to review proposed work.
- Resolves routine contractor-related problems and reports serious problems to the Development Manager and Director of Development.
- Maintains detailed records for all employees on construction site.
- Prepares and maintains weekly production project reports.
- Maintains necessary records and unit files for each project.
- Maintains detailed records on all units inspected.
- Develops detailed scopes of work, cost estimates, develops technical construction specifications for modernization projects and maintains inspection and warranty records.
- Represents the agency at pre-bid, pre-construction, construction progress and close-out meetings.
- Meets with contractors to resolve issues and problems including warranty-related problems.
- Uses sound and independent judgment to respond to problem situations.
- Maintains a safe work environment and exhibits safe work practices.
- Pursue personal development of skills and knowledge necessary for the effective performance of the role. Attend training to further develop relevant knowledge, techniques and skills.
- Performs other related duties as required.
- Flexibility to work outside normal work hours, as required.
MEASUREMENT:
- Effective and timely resolution of environmental issues, and sub-surface issues within 90 days.
- Inspection of projects to ensure 100% completion of work and 100% compliance with specifications and regulations of governing authorities.
- Prepares and maintains weekly production project reports.
- Maintains 100% accurate records and unit files for each project.
- Accurate and timely completion of construction projects at or above 85%.
- Follow-up on all inquiries within one business day.

- Immediately address any internal customers and residents’ concerns and request the involvement of other personnel as required. Notify manager of any major concerns and the action taken to resolve.

- Follow all company safety programs and report any non-compliance to your manager.
- Notify manager or safety personnel of any unsafe conditions.
SUPERVISORY RESPONSIBILITIES

EDUCATION and/or EXPERIENCE:
- Bachelor’s Degree in Construction Management or other related field preferred.
- Trade or technical school education in construction technology, construction or related trade required.
- 5 years of project management or construction supervision in residential rehabilitation and new construction.
§ Five years of experience on a highly responsible level in all aspects of construction work.
COMPUTER SKILLS:
- Expertise with 365 MS Office Suite
- Ability to create Computer Aided Drawings (CAD)
CERTIFICATES, LICENSES, REGISTRATIONS:
LANGUAGE SKILLS:
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, board members, residents, internal and external customers and the general public.
MATHEMATICAL SKILLS:
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY:
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations

OTHER REQUIREMENTS:
- Demonstrated experience performing construction inspections.
- Demonstrated ability to schedule and manage renovation and new construction work.
- Extensive knowledge of residential construction.
- Demonstrated ability to read and interpret construction drawings for existing structures and new construction.
- Knowledge of new construction;
- Demonstrated ability to read Computer Aided Drawings (CAD), blueprints and specifications.
- Demonstrated ability to prepare scopes of work, work write ups, specifications and cost estimates.
- Demonstrated ability to accurately document work and maintain detailed records.
- Demonstrated knowledge of all applicable city, state, local and BOCA codes, etc. and HUD standards and construction practices.
- Ability to work with persons from all socio-economic backgrounds.
- Ability to work independently and as a member of a team.

COMMITMENT LIMITATIONS:

Pay: $67,500.00 per year
