Full Job Description

Are you an energetic, mobile HR and compliance professional looking to run a multi-site operation? River Riders Family Adventure Resort is seeking a proactive Regional Human Resources, Recruitment & Compliance Manager based in Harpers Ferry, WV.

Your Three Main Regional Objectives:

Diversify & Scale Talent Pipelines: Our biggest priority is diversifying where we find our talent. You will build and scale fresh, creative sourcing strategies outside of Indeed to keep all three regional operations fully staffed with top-tier seasonal and year-round talent.
Standardize an Established Compliance Framework: You do not need to build our compliance from the ground up. We already have a mature, deeply rooted compliance ecosystem (Employee Manual, Job Descriptions, Policies & Procedures, and structured daily/weekly/monthly checklists). Your job is to enforce, audit, and systematically align these established programs across all 3 of our regional locations, requiring monthly or as-needed regional travel.
Drive Executive Visibility (Weekly Multi-Site Reporting): You will build, maintain, and own a weekly multi-site compliance scorecard/dashboard to share with senior leadership. This data-driven report will track and compare departmental adherence to our checklists and safety regulations across all properties.

Key Responsibilities

1. Multi-Site Talent Sourcing Innovation & Recruitment

Regional Pipeline Diversification: Build, manage, and scale talent pipelines to support the staffing needs of all locations by actively targeting:
Indeed as our primary platform
Outdoor/Hospitality Job Boards: Manage active campaigns on industry-specific networks like Indeed, and Occupations in the Great Outdoors (OIA).
Regional Higher Education: Form direct partnerships with regional institutions—such as and —by leveraging digital campus career portals (e.g., Handshake) and targeting outdoor recreation, hospitality, and business management departments.
Local High School Systems: Coordinate seasonal recruiting pipelines with regional high school career counselors and student groups near our properties.
International Programs: Evaluate, launch, and manage J-1 Visa seasonal student exchange programs to support peak summer staffing needs across locations.
Hiring Events: Plan, market, and lead dynamic bi-monthly hiring clinics on-site during seasonal staff ramping and represent at regional community hiring fairs.
Applicant Screening: Review applications daily across all platforms, conduct phone screenings, and run streamlined interview schedules for department heads.

2. Onboarding, Culture & Regional Alignment

Orientation Standardization: Ensure interactive, standardized "Day One" onboarding is executed seamlessly across all locations to inject company culture and outline safety standards.
Administrative Support: Collaborate with the Administrative Assistant to coordinate background checks, drug screenings, and electronic onboarding files for all regional staff.
Employee Engagement: Drive internal recognition programs and landmark employee events (e.g., Welcome Back Day, mid-season staff appreciation) to build a unified company culture across properties.

3. Regional Compliance Ecosystem & Dashboard Management

Multi-Site Executive Reporting: Design, compile, and present a weekly compliance dashboard/scorecard to senior leadership, clearly highlighting and comparing checklist completion rates, safety audit scores, and pending items across all 3 locations.
Annual System Reviews: Own the annual review and update process for our core compliance infrastructure, ensuring the Employee Manual, Job Descriptions, and Policies & Procedures reflect changing policies, procedures and regulations.
Checklist Accountability & Travel: Conduct monthly and as-needed regional travel to our 2 other locations to verify that established daily, weekly, and monthly operational checklists are being strictly followed on the ground.
Physical Safety Audits: Execute regular physical walkthroughs of all outdoor departments across all properties to ensure checklist protocols are being actively followed.
Compliance Maintenance: Keep our robust DOT and fleet compliance programs up-to-date by monitoring driver files and checking the FMCSA Clearinghouse.
Credential Tracking: Manage the internal tracking database for all mandatory staff certifications (e.g., Lifeguard, Professional Rescuer CPR, First Aid, Food Handler cards).
Peak Operations Support: Jump in to support various resort departments during high-volume peak weekend rushes or seasonal transitions. []

Qualifications & Requirements

Experience: 3–5 years of blended experience across Human Resources, high-volume recruitment, or safety/compliance coordination. (Experience managing multi-site or regional locations is highly valued).
Mobility: Reliable transportation and a willingness to travel monthly or as needed to our 2 regional expansion locations.
Talent Acquisition Focus: Proven track record of identifying, launching, and converting new candidate sourcing streams beyond standard job boards.
Data & Analytics Focus: Proven ability to build basic dashboards, tracking tools, or scorecards (using Excel, Google Sheets, or HR software) to present data clearly to leadership.
Systems Management: Experience drafting, reviewing, or managing structured documentation like Employee Handbooks, SOPs, and operational checklists.
Compliance Literacy: Comfortable auditing and enforcing existing OSHA guidelines, labor laws, and DOT compliance protocols.
Schedule Flexibility: Active willingness to work a hospitality schedule, including weekends and holidays, during our peak outdoor operating seasons.

Pay: $55,000.00 - $75,000.00 per year
