Job Summary
NexGen Technologies, Inc. is seeking a motivated, organized Business Development Manager/Capture Manager to support federal growth activities across target agencies, contract vehicles, and strategic opportunities. This mid-level role blends business development, capture support, opportunity research, partner coordination, pipeline management, and proposal-readiness activities.
The successful candidate will work closely with the Chief Growth Officer, the Senior Capture Manager, proposal team, operations leaders, program managers, technical subject-matter experts, contracts, pricing, and teaming partners to help identify, qualify, pursue, and position opportunities aligned with NexGen’s capabilities and growth priorities. The Business Development Manager/Capture Manager is expected to support multiple opportunities, manage defined capture and pipeline tasks, and take increasing ownership of small to mid-sized opportunities.

Essential Duties and Responsibilities (as assigned)
Business Development and Pipeline Support
- Support federal business development activities across target accounts, existing customers, recompetes, adjacent opportunities, and new agencies.
- Research and track opportunities using SAM.gov, agency forecasts, GWACs (like GSA MAS-eBUY), other GovCon tools, industry databases, partner intelligence, and customer-facing sources.
- Identify opportunities aligned with NexGen’s capabilities, past performance, contract vehicles, agency relationships, and growth priorities.
- Maintain accurate pipeline data, including opportunity status, value, due dates, procurement timeline, competitors, partners, next steps, and probability-of-win inputs.
- Monitor RFIs, sources-sought notices, draft solicitations, acquisition forecasts, industry days, award notices, and competitor activity.
- Prepare opportunity summaries, pipeline updates, gate-review materials, and leadership briefings.
Capture Support
- Support capture planning for qualified federal opportunities, including customer research, competitive analysis, teaming strategy, win-theme development, and proposal-readiness planning.
- Help develop and maintain capture plans, call plans, stakeholder maps, customer profiles, competitor assessments, and opportunity action trackers.
- Coordinate with program managers and technical teams to document relevant capabilities, past performance, solution inputs, risks, discriminators, and customer value propositions.
- Organize and support capture meetings, solutioning sessions, partner discussions, and bid/no-bid or gate reviews.
- Help transition qualified opportunities from capture to proposal by ensuring the proposal team has customer intelligence, strategy, solution notes, partner information, and source materials.
- Support post-submission activities, including clarification responses, evaluation notice support, debrief analysis, lessons learned, and recompete planning.
Customer, Partner, and Market Engagement
- Support relationship-building activities with federal customers, industry partners, technology partners, and small-business partners.
- Prepare for customer meetings, industry days, conferences, matchmaking events, partner calls, and capability briefings.
- Develop or update meeting agendas, briefing materials, capability summaries, talking points, meeting notes, and follow-up actions.
- Coordinate partner information, including capabilities, contract access, past performance, certifications, pricing inputs, and proposal support materials.
- Conduct research on agency missions, budgets, programs, procurement trends, incumbent contractors, spending patterns, contract vehicles, and likely recompetes.
- Summarize research findings in concise, actionable formats for leadership and capture teams.
Proposal and Content Support
- Work with the proposal team to ensure capture strategy, customer context, discriminators, and win themes are reflected in proposal development.
- Provide proposal inputs such as opportunity background, customer intelligence, competitor information, procurement history, partner details, and past-performance relevance.
- Draft, refine, and/or support the creation of business development materials, including capability statements, white papers, account briefs, presentations, meeting follow-ups, and opportunity summaries.
- Help maintain reusable business development and capture content, including corporate qualifications, project descriptions, contract summaries, and capability materials.
CRM, Reporting, and Process Support
- Maintain organized opportunity data, capture materials, customer research, partner information, and proposal handoff documentation.
- Track action items, decisions, risks, next steps, deadlines, and internal/external dependencies.
- Prepare recurring pipeline reports, business development updates, meeting notes, and action-item trackers.
- Support improvements to NexGen’s business development and capture processes, templates, checklists, reporting tools, and responsible use of approved AI/collaboration tools.
Technical Skills
- Three years of experience in federal business development, capture support, proposal support, account management, program support, or a related federal contracting role.
- Familiarity with the federal business development lifecycle, including opportunity identification, qualification, capture, proposal development, award, debrief, and recompete activities.
- Experience researching federal opportunities, agency priorities, acquisition forecasts, contract vehicles, competitors, and procurement history.
- Ability to support capture planning, customer research, competitor analysis, partner coordination, proposal-readiness activities, and pipeline reporting.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint or similar collaboration platforms.
Desired Skills
- Experience supporting a small or mid-sized federal contractor.
- Experience with opportunities that have an IT services scope such as software development, cloud, data analytics, geospatial, cybersecurity, digital modernization, or application operations and maintenance.
- Experience with multiple-award contracts, BPAs, GWACs, IDIQ vehicles, and task-order competitions.
- Experience preparing opportunity briefs, call plans, customer profiles, competitive assessments, teaming matrices, and gate-review materials.
- Familiarity with Shipley capture and proposal practices or similar business development methodologies.
- Experience using CRM or pipeline management tools and responsible generative AI tools for research, summarization, content development, and business development efficiency.
Additional Requirements
- Strong written and verbal communication skills, with the ability to summarize complex information clearly for leadership and proposal teams.
- Strong organizational skills and ability to manage multiple tasks, deadlines, stakeholders, and changing procurement timelines.
- Ability to handle proprietary, procurement-sensitive, and confidential information appropriately.
- Must be able to pass background screening prior to employment.
- U.S. Citizenship, lawful permanent residency, or U.S. work authorization with a minimum of three years of U.S. presence, as required for federal contracts.
Education
- Bachelor’s degree in business, communications, public administration, information technology, marketing, or a related field; equivalent relevant experience may be considered.
Compensation: $100,000-135,000 per year
