Full Job Description

MISSION:

To advance community health through a strong network of health centers and other safety net providers.

COMPANY BACKGROUND:

The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers since 1988 to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We have expanded our services through a new partnership with the Iowa Department of Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO), providing an opportunity to expand our efforts and connection to the broader behavioral health safety net.

PURPOSE OF POSITION

The Manager of Revenue Cycle Consulting provides strategic leadership for revenue cycle strategy, operation, and execution. This role is responsible for designing, implementing, and sustaining revenue cycle training and technical-assistance services that support Iowa PCA health center members and Iowa PCA BHS contracted community-based organizations. The Manager translates complex policy and reimbursement requirements into actionable operational guidance, leads network partnership activities and shared workgroups, and ensures delivery of high-impact training, tools, and performance improvement initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal and essential for this position. Other duties may be required and assigned.

1. Revenue Cycle Strategy & Network Leadership

Own and evolve Iowa PCA’s revenue cycle strategy across policy, operations, technology, and data.
Develop and maintain a multi-year roadmap informed by health center feedback, technology evolution, and payer system changes.
Establish governance, priorities, and success metrics for revenue cycle workgroups and initiatives.

2. Policy Interpretation & Reimbursement Guidance

Serve as the primary organizational lead for interpretation of and proposed application of changes in billing policies (Iowa Medicaid, MCOs, etc).
Translate policy updates into clear guidance through deployment of resources, including: playbooks, modified workflows, etc.
Lead escalation and resolution of systemic reimbursement issues with state agencies, MCOs, and partners.

3. Revenue Cycle Operations & Best Practices

Provide strategic oversight of full end-to-end revenue cycle processing, to include: credentialing/enrollment, PPS/APM, wrap payments, denials management, charge capture optimization, etc.
Guide development of standardized operational workflows and toolkits adaptable to varying health center maturity.
Support expansion and implementation of new or non-traditional service lines (e.g., dental integration, school-based care, BH services).

4. Data, KPIs, and Performance Analytics

Lead deployment and reporting of standard revenue cycle KPIs and benchmarking across organizations and ensure alignment between data insights and operational improvements.
Partner with OCHIN and external vendors (e.g., Forvis) to design decision-useful dashboards and reporting tools.

5. Consulting, Training & Technical Assistance

Oversee design and delivery of proactive, tiered revenue cycle training and technical assistance and ensure consistency and quality across materials, sessions, and consulting engagements.
Move the network from ad hoc support toward structured, repeatable offerings, to include at least 1 shared work project with member health centers annually.

6. People, Vendor, and Budget Management

Manage Revenue Cycle Consultant(s)/contractors and oversee vendor relationships, including SOWs and deliverables.
Partner with internal teams (EHR, Data) to align priorities and ensure timely execution of revenue cycle services.

QUALIFICATIONS

Education and/or Experience

Bachelor’s degree required; advanced degree preferred.
7+ years of progressive experience in revenue cycle management preferred
Experience working with FQHCs or safety net providers preferred

Required Skills

Deep expertise in Medicaid, Medicare, PPS/APM, dental, and behavioral health billing.
Demonstrated experience leading strategy, managing people or vendors, and translating policy into practice.
Strong facilitation, communication, and systems-thinking skills.

SUPERVISORY RESPONSIBILITIES

This position will supervise Revenue Cycle Consultants. In addition to core responsibilities, the manager position provides functional leadership by guiding team members, ensuring quality and consistency of work, supporting onboarding and professional development, contributing to strategic planning and process improvement, and serving as a subject‑matter expert and liaison for assigned initiatives.

TELECOMMUTING AND TRAVEL:

This position is required to be on-site at least two days per work week. Some travel to community health centers and partners is required via vehicle or to conferences via air travel.
