Budget Title: Assistant Vice President (*Management Confidential)
Salary: $175,000
Binghamton University is seeking an Assistant Vice President for Risk Management and Compliance. The AVP will develop and maintain an integrated framework of both people and resources to identify, assess, and address risks across university operations. The individual will serve as a senior strategic leader responsible for overseeing and managing compliance with federal, state, and local laws and regulations as well as university policies and procedures. Reporting to the President, they will provide guidance and oversight as well as hold development and implementation responsibility. This position ensures the university maintains a culture of compliance, ethical conduct, and risk awareness while fulfilling its academic and research mission. This position will work closely with the President's Office, General Counsel, Academic Affairs, Operations and a variety of offices across campus.
This individual will work with university leadership and internal stakeholders to formulate university policy, evaluate strategic, operational, reputational, and compliance risks and to advance effective mitigation strategies that strengthen institutional resilience. The role also presents risk analysis and compliance updates to senior leadership and participates in various campus committees to support governance oversight and helps ensure the University meets its regulatory and ethical responsibilities. This is an on-site (not remote) position.
Key Responsibilities:
- Oversee the continued development and maintenance of a comprehensive Enterprise Risk Management framework that identifies, assesses, and mitigates strategic, operational, financial, and reputational exposures.

Create a culture of compliance. Serve as the central point for ensuring training and educational programs are in place for faculty and staff.

Ensure that all necessary compliance activities have been identified and appropriately assigned, university-wide.

Develop, implement, maintain and oversee an enterprise-wide compliance program, ensuring adherence to federal/state laws (e.g., Title IX, HIPAA, Clery Act) SUNY and internal policies.

Ensure Internal Controls and Compliance conduct fair and objective reviews and/or use other evaluation techniques to monitor compliance and to assist in the reduction of identified problem areas. Provide management with assurance that concerns are investigated and that corrective actions and risk mitigation efforts are tracked and monitored.

Be responsible for the entire policy lifecycle, including drafting, reviewing, approving, and distributing policies, as well as managing the official policy library/archive.

Comprehensive knowledge of federal and state regulations affecting higher education, with the ability to interpret evolving requirements and guide institutional compliance efforts.

Monitor and report on the effectiveness of compliance policies, procedures, and training accordingly.

Within the areas of the incumbent's purview, perform regular, comprehensive compliance risk assessments to identify, prioritize, and mitigate potential areas of vulnerability.

Provide expert guidance to university leadership on compliance risks and mitigation strategies.

Oversee and coordinate internal investigations into reports of non-compliance or misconduct.

Maintain a confidential reporting system and ensure reports are addressed appropriately and promptly.

Prepare periodic compliance reports for executive leadership and others as needed.

Establish systems for auditing and monitoring and investigate potential compliance violations or misconduct.

Oversee the development and delivery of regular compliance training and education to faculty, staff, and students.

Manage and oversee the work of staff within the Office of the Chief Risk and Compliance Officer, ensuring effective coordination across all functional areas including Internal Controls, Title IX, Clery, FOIL/Records Management, PCI, Child Protection, International Travel Safety and Security and Travel Registry. Provide guidance, set priorities, and monitor performance to achieve departmental objectives and initiatives as organizational needs evolve. Foster collaboration, accountability, and professional development within the team, and ensure resources are aligned to meet compliance and risk management obligations.

Job Requirements:

Bachelor's degree (or higher) in business or related field.

Minimum 10 years of experience in compliance and/or risk management including significant leadership roles, often within higher education or complex, regulated environments.

Knowledge of, or ability to quickly master, federal and state regulations impacting higher education.

Communication, analytical, and interpersonal skills; ethical judgment; and ability to foster collaboration across diverse academic and administrative units.

Capable of program and policy development, including drafting, reviewing, and aligning policies to regulatory and operational requirements.

Experience with risk identification, analysis and mitigation, internal controls and program design.
-
Experience overseeing ethics and compliance reporting and response systems, including hotline reporting, investigations and case management.

Demonstrated experience in crisis response and in developing business continuity plans.
Preferred Qualifications:
- Experience working in an institution of higher education.

Experience leading training on regulation and policy.

Certification in risk and compliance, such as:
- Certified Compliance & Ethics Professional (CCEP)

Certified Information Systems Auditor (CISA)
-
Certified Risk Management Professional (CRMP)
