THE ORGANIZATION
The Northeast Texas Child Advocacy Center (NETCAC) is a 501(c)3 non-profit organization serving a seven-county region in northeast Texas, dedicated to helping child victims of abuse who have experienced sexual and physical abuse, neglect, or have been witness to a violent crime or domestic violence. At NETCAC, we prioritize minimizing trauma to children and their non-offending family members by working together with a multidisciplinary team of professionals through the investigation, prosecution, and resolution of child abuse cases. JOB DESCRIPTION
Reporting to the Board of Directors, the Executive Director is an experienced professional charged with implementing the overall mission of the Northeast Texas Child Advocacy Center through people management, program development, evaluation, quality assurance of service delivery, financial management / oversight, budgeting, grant writing and reporting, contract compliance, community engagement, public relations, and fund development. Ideally the candidate will have experience working in a social service / human service organization or serving victims and their families.
RESPONSIBILITIES
General Administration:
The Executive Director has chief administrative responsibility for services provided by the Center and accomplishes this by making policy recommendations to the Board of Directors and/or assists the Board in the formulation of such, so as to achieve effective and economical operation of the Center; works to ensure the implementation of the Strategic Plan, including goals, objectives, and policies adopted by the governing Board.
Financial Management:
Prepares agency budgets, grant applications, and financial reports related to the overall governance of general operations. The ED is responsible for developing financial resources, including active participation in fund-raising, in a manner that conforms with Center standards and is in the Center’s best interests. The ED is responsible for grant writing and reporting tasks for grants received from federal and state sources, community grants, foundation grants, and corporate sponsorships.
Personnel and People Management:
Provides leadership to a team of professionals and oversees the Human Resources function of the Center. The ED hires, terminates, supervises, disciplines, and directs personnel in the performance of their duties and conducts regular performance evaluations. S/he guides and mentors direct reports and those who supervise others, to create a collaborative, team environment.
Program Development and Evaluation:
Develops and recommends specific, written, short and long-range plans for the development of programs and services to the Board of Directors. Keeps current regarding local, state, and national issues important to the development of effective programs and services. In relation to the goals and standards of the Center, evaluates the Center’s services and recommends and provides input as regards program and service improvements.
Public Relations:
Serves as the representative of the Center to community stakeholders by promoting the mission and vision of the Center to external audiences, advocates in the best interest of the Center, and shares positive information regarding the programmatic impact of services to children and families.
Board Relations:
Maintains appropriate working relationship with the Center’s Board of Directors and its committees. Reports regularly to the Board regarding the Center’s operations, program performance, finances, progress on plans and objects, and any other relevant information for effective and efficient organizational governance.
Community Relations:
As the success of the Center rests on developing and maintaining highly effective interagency programs, the Executive Director must maintain positive and appropriate relations with other professional and social service groups in the communities being served. The ED serves as a professional representative of the Northeast Texas Child Advocacy Center, Inc. in the community and to related agencies.

QUALIFICATIONS
EDUCATION
- Bachelor’s degree and 5 years' experience in a nonprofit or public service organization, OR minimum of 8 years’ experience in nonprofit organizations or human/victim services with two years’ prior administrative experience.
- Master’s degree in business, nonprofit administration, psychology, sociology, social work, counseling, or similar preferred but not required.
SKILLS & EXPERIENCE
- Minimum of five years’ experience in management with demonstrable skills that are necessary to conduct the financial, personnel, and administrative duties of a social service agency.
- Knowledge of community resources and services available to children and families.
- Demonstrated life experiences which show strong empathy for children, in particular, abused children, a desire to improve their quality of life, and commitment to become knowledgeable about the effective treatment of child abuse.
- Ability to establish and maintain favorable working relationships with the Board of Directors, community groups, other agencies, associates, staff, and general public.
- Effective communication skills, both written and verbal.
- Experience in writing and obtaining grants applications and grant reports.
- Previous experience working in the area of child abuse in a criminal justice or social service agency is highly desirable.
MINIMUM REQUIREMENTS
- Maintains appropriate licensure, credentials, and continuing education (if applicable).
- The candidate will be subject to a thorough criminal background check, child abuse registry check, and sex offender registry check as required by law.
- Must maintain a valid Driver’s License, reliable transportation, and current liability insurance.
- Must provide a minimum of three (3) professional and/or character references.
- Bending, stooping, reaching and other movements are required in dealing with children; ability to lift materials (up to 20 lbs.).
OTHER INFORMATION
This position is subject to a 90-day probationary hiring period.
