Position Summary

This position is responsible for providing diagnostic, consultative, prescriptive and instructional services to children with special educational needs. The EC teacher is also involved, to a significant degree, with the use of augmentative communication devices, assistive technology, adaptive equipment and visual supports to enhance student independence, participation and engagement. The goal of the EC Teacher is to enable children to develop their skills in order to positively impact a student's educational progress, independence, self-advocacy and post-secondary experiences.

SUPERVISION

This position may oversee daily duties of paraprofessionals, if assigned to a student caseload.

SCHEDULE
Days: Monday - Friday

Work Hours: 7:30 am to 3:30 pm

Hours Per Shift: 8

Shifts Per Pay Period: 10

Essential Duties and Responsibilities

This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.

Diagnostic and Evaluation

The EC Teacher shall collaborate with the school psychologist to reevaluate students every three years

The EC Teacher shall evaluate a student's progress and report that progress to the student’s parents, other teachers, therapists, and administrators.

The EC Teacher will remain current with the best-practice approaches and tools for conducting assessments, will collaborate with others to conduct assessments, and will use information gathered to determine instruction and intervention for students with learning difficulties.

Reporting and Prescriptive Planning

The EC Teacher, in collaboration with parents and IEP team members, shall develop an individual educational plan (IEP) on each student enrolled in the ID program.

The EC Teacher shall meet with the student's parents and IEP team members at least annually to review the IEP. The EC Teacher shall continually monitor completion of a student’s IEP and shall communicate ongoing needs to team members when assigned as Case Manager.

The EC Teacher shall continually track data and review student’s IEP’s and shall update the plan as objectives and goals are achieved.

Instructional Services

The EC Teacher, in cooperation with other involved parties, shall schedule instructional time that is appropriate to meet the student's educational needs.

The EC Teacher shall provide instructional services necessary to achieve the goals and objectives listed in the student's IEP’s.

The EC Teacher will consult with IEP Team members concerning any educational needs of the student.

The EC Teacher will collaborate with colleagues and therapists to ensure appropriate and consistent interventions and instruction are carried out with fidelity.

The EC Teacher shall provide materials, resources and techniques to the other assigned teachers, therapists, parents and other concerned parties whenever necessary to meet student’s special education needs outside of the ID program.

Other Services

Upon request, the EC Teacher shall provide in-services about exceptional children and their services to parents, school staff and other concerned parties.

The EC Teacher shall meet with parents whenever appropriate to discuss student progress.

The EC Teacher shall perform other duties and functions requested by the Director of Special Education, their designee(s) and/or building administrators.

The EC Teacher shall assist in integrating the student back into the regular classroom when indicated and continue supportive contact with the student and the district stakeholders until transition is completed.

The EC Teacher shall demonstrate knowledge and understanding of child growth and development, effective instructional strategies, classroom management, learning assessment and diagnosis, and research related to the field of learning.

The EC Teacher shall demonstrate a commitment to county safety and risk management efforts.

BARGAINING UNIT: CDEB Professional Employees

DATE: August 1, 2018

PROBATIONARY PERIOD: New teachers shall serve a three-year probationary period. Probationary teachers may be non-renewed without just cause and probationary teachers will not have recourse to the grievance process for non-renewal.

BASIS OF PAYMENT: School year contract based on specified number of contract days.

PERSONAL TIME OFF: Employees will receive 16 hours of personal time off at the beginning of each school year (pro-rated for part-time). Unused hours will be forfeited at the end of each school year.

SICK LEAVE: You receive credit for 80 hours of sick leave per school year (pro-rated for part-time), at the beginning of the school year. Subject to verification, sick leave is available for your personal illness or medical appointments, and up to 40 hours per year may be used for non-FMLA illness of your parent, spouse or dependent children under 18. At the end of the school year any remaining unused sick leave hours will be moved to the extended sick leave bank.

EXTENDED SICK LEAVE BANK: Used for time off of work for more serious health conditions that require three or more consecutive days off or when on an approved leave of absence.

HOLIDAYS: Paid holidays are included in the school year calendar and/or your contract.

INSURANCE: Employees hired into a .75 FTE or higher position are eligible for Health, Dental, Life, Vision, Short-Term Disability and Long-Term Disability insurance benefits on the first of the month following 30 days of service provided you complete enrollment forms within 30 days of hire. Employees hired into a .50 FTE or higher position are eligible for all benefits listed below except Health insurance. Employees hired into a .49 FTE or less position are eligible to participate in Short-Term Disability only.

Health Insurance: You can choose Tier 1 or Tier 2. Tier 1 is a standard co-pay plan. Tier 2 is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The County will contribute an amount approved by the County Board, payable as a lump sum to your HSA for Tier 2. You may also elect to contribute to your HSA up to the IRS maximum. You may elect either family or single coverage. The monthly premium will be split between the County and the employee.

Dental Insurance: You may elect either family or single coverage. The county shall pay 100% (single or family) of the premium for a full-time and 50% (single or family) of the premium for a part-time employee enrolled in dental insurance.

Life Insurance: The County provides you with term life insurance in an amount equal to $25,000. You have the option of purchasing additional coverage for yourself, spouse, and/or dependent children.

Short-Term Disability Insurance: The County provides you with Short-Term Disability Insurance with premiums paid by the employer.

LTD Insurance: The County provides you with Long-Term Disability Insurance with premiums paid by the employer.

Vision Insurance: You may elect to participate in Vision insurance. The employee electing coverage shall pay 100% (single or family) of the premium for vision insurance.

WISCONSIN RETIREMENT: You are covered under the Wisconsin Retirement System if you are expected to work a minimum of 880 hours per year for a period of one year or more. The WRS provides you with separation, disability or retirement benefits upon termination. The payment is split between the county and employee, as prescribed by law. Employees expected to work less than 880 hours per year will not receive this benefit.

CREDIT REIMBURSEMENT: The WCCDEB will reimburse teachers for a maximum of six (6) approved credits at the actual cost of tuition, not to exceed $450 per credit every five (5) years, beginning with the date of their most recent license renewal. Reimbursement for credits is based on the school year, including summer school of the year just completed.

TAX-SHELTERED BENEFITS: You may elect to participate in the following tax-sheltered benefits:

WORKERS COMPENSATION: You are covered by Workers Compensation for any illness or injury arising out of your employment. Medical expenses and compensation for lost time are paid from the workers' compensation plan. In addition, the County will supplement the workers' compensation lost-time payment for up to 1 year, making you whole on a "net-check" basis.

DIRECT DEPOSIT: You are required to participate in direct deposit of your paycheck to a banking institution of your choice.

EMPLOYEE ASSISTANCE PROGRAM: You and your family are encouraged to use the Employee Assistance Program for help in addressing confidential family and financial matters. EAP services are provided through Curalinc. Please call 888-881-5462 for help.

BEREAVEMENT LEAVE: You will receive pay for up to 3 days for the purpose of bereavement over the death of your spouse, child, step-child, parent, step-parent, brother, sister, grandparent, grandchild, mother-in-law, father-in-law, or other member of the immediate household (excluding renters). You will receive up to 1 day of pay for the death of your brother-in-law, sister-in-law, son-in-law, daughter-in-law, aunt, uncle, niece or nephew.

JURY DUTY: Your regular wages will be made-whole for any time you are required to serve on jury duty.

MILITARY LEAVE: Your regular wages will be made-whole for up to two weeks for you to meet your annual two-week reserve duty obligation. Extended military leaves are provided in accordance with state and federal laws.

LEAVE OF ABSENCE: You are required to request a leave of absence in writing and a minimum of 15 calendar days prior to your expected absence. All leaves are subject to approval of the Human Resources Department and are at the discretion of the County's representative, except as otherwise required by law. Under emergency situations, the leave papers must be submitted within 5 days after the absence begins.
Periods of absence less than 5 days may be approved by the Department Head.
