Introduction

The Department of Health Services (DHS) Division of Quality Assurance (DQA), Bureau for Integrity in Care (BIC) is recruiting to fill 2 Section Manager positions for the Licensing Eligibility and Enforcement Section (LEES) and Reporting and Investigations Section (RIS).

The Bureau of Integrity in Care promotes integrity and accountability across Wisconsin’s healthcare system. This position:

Will work full-time, daytime hours, Monday through Friday.
Will have the option to work remotely up to 5 days per week. This schedule may vary depending on training or operational needs.
May need to travel throughout the state up to 5% of the time.
Is headquartered in the 201 E. Washington Ave. office in downtown Madison.
Must have access to both a private workspace and secure high-speed internet to work remotely.

Position Summary

As the LEES Section Manager, you will be responsible for the following duties:

Providing program leadership, standardization, policy direction, and cross-program coordination.
Providing direct oversight of the Eligibility Reviews Program and the State Enforcement Program operations and staff.
Providing program leadership for the Division’s provider licensing, certification/approval, eligibility review, and state enforcement functions that establish and maintain provider standards and ensure regulated entities meet applicable state and federal requirements.
Directing the work of a diverse group of professional staff who evaluate provider entities, regulatory compliance, and quality-related performance outcomes, and ensures that program operations are consistent, timely, equitable, and legally defensible.
Developing, implementing, and maintaining Bureau policies and procedures necessary to carry out program goals that support the highest possible quality of care and quality of life for individuals receiving services in regulated settings.
Ensuring the integrity and consistency of initial and renewal licensing/certification processes, eligibility review determinations, and state enforcement actions within assigned scope, and establishes expectations for standardized workflows, timelines, documentation requirements, and decision-making practices.
Serving as the Bureau’s program lead for emerging licensing and enforcement issues, including development of code interpretations and program policy decisions by synthesizing and analyzing multi-disciplinary and often competing information from relevant parties.
Directing section staff to implement policies and procedures and providing guidance on complex or high-risk cases requiring elevated review and consistent interpretation.
Serving as a key liaison with internal and external partners and interfacing with private and public agencies, legislators, provider associations, medical professionals, and attorneys to resolve program issues and support consistent regulatory operations.
Providing information to leadership on emerging issues and supports the development and communication of program guidance and operational expectations for providers, advocates, consumers, and other relevant parties
Providing advanced planning, assessment, and evaluation responsibilities, including development and completion of complex studies and analyses, review of program performance trends, and identification of improvement strategies.
Participating in development of Department policies and administrative rules, recommending legislation, developing or refining public education and training initiatives, and making management decisions that impact Department programs regulating health care providers.
Supervising professional staff and a subordinate operational supervisor responsible for day-to-day licensing workflow execution (including routine provider applications, renewals, changes of ownership, and transaction processing).

As the RIS Section Manager, you will be responsible for the following duties:

Overseeing the Investigations Program which receives over 6,000 reports of client abuse, neglect, and misappropriation annually from more than 4,000 providers statewide, representing approximately 40 provider types. The program completes over 500 legally-structured investigations each year involving assisted living settings, long-term care facilities, and community-based programs. The investigative team includes permanent staff, LTE staff, and contracted investigators. The program supports provider reporting and public protection through maintenance and strategic long-term development of online reporting and data-sharing systems (e.g., MRS, Access.gov), development of public guidance and training resources, technical assistance to regulated entities, administrative rule interpretation and revision, and established partnerships with law enforcement and other agencies (e.g., DOJ Elder Abuse Task Force, MFCEAU, DSPS, and other partners).
Supervises Consumer Protection Investigator–Advanced (CPI-A) staff and assigned administrative/program staff, as well as LTE and contracted staff as needed.
Serving as the primary liaison for contracted investigators and overseeing contracted investigative deliverables, quality expectations, and invoice approval consistent with contract requirements and program standards.
Reviewing completed investigations and maintaining oversight of investigative workflows, record development expectations, policies and procedures, and supporting systems to ensure alignment with statutory directives, administrative rules, federal requirements, Division strategic objectives, and due-diligence standards.
Coordinating with the Office of Legal Counsel (OLC) during appeals and serving as the program subject matter expert and primary point of contact for assigned program operations, inquiries, and partnerships.
Maintaining Wisconsin’s Misconduct Registry in compliance with state and federal requirements, including ensuring registry data accuracy and integrity, ensuring findings are entered within statutory timeframes, responding to registry inquiries, incorporating eligible findings from other jurisdictions as applicable, and serving as contract administrator for vendor-supported registry functions.
Providing administrative management of DHS’ Rehabilitation Review Program, which receives and evaluates applications for rehabilitation approval for individuals deemed ineligible for licensure or employment in direct patient contact roles. This position supervises the Rehabilitation Review Coordinator and related staff and serves as Panel Chair for approximately 60 hearings per year, coordinating with OLC and DQA panelists.
Ensuring rehabilitation review decisions are issued consistent with statutory factors, procedural due process requirements, and defensible decision-making standards.
Enforcing program policies and procedures, rule development support as needed, record development standards, outcomes documentation and reporting, and relationship management with partners and the public.

Salary Information

The starting pay is between $48.00 and $51.10 per hour (approximately between $99,800 and $106,200 per year), depending on qualifications, plus excellent benefits. A 24-month Career Executive trial period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as Health Services Management Supervisors and are in pay schedule and range 81/02.

This position requires the ability to drive a State vehicle or the ability to provide one's own transportation.

This position requires the ability to drive a State vehicle. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:

Must have a valid driver's license;
Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver’s license;
Must be 18 years of age.

Additionally, your driving record MUST NOT reflect any of the following conditions:

Three or more moving violations and/or at-fault accidents in the past two years;
Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
Suspension or revocation of driver's license.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

All appointees may be subject to DHS' flu-shot policy.

Qualifications

Minimally qualified applicants will have all of the following:

Experience managing a public program or service to achieve public objectives.
Experience supervising staff, including assigning and reviewing work, evaluating performance, and handling personnel matters.
Experience in analysis or development of program requirements, legal requirements, or policy.

Well-qualified applicants will also have one or more of the following:

Experience interfacing with care and treatment providers regulated by the DHS DQA.
Experience related to licensing, certification, investigation and appeals, regulatory enforcement, or other program focused on quality assurance or public protection.
Experience leading or significantly participating in a software development project.
