Full Job Description

Introduction

The Department of Health Services (DHS) Division of Quality Assurance (DQA), Bureau of Health Services (BHS) is recruiting for a Quality Assurance Program Specialist – Senior to help ensure Wisconsin residents receive top quality care.

This position:

Can work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This schedule may vary based on training or operational need.
Can be headquartered at one of our central or regional offices.
Requires up to 10% travel, including possible overnight stays.

Position Summary

As a Quality Assurance Program Specialist – Senior (QAPS), you will be responsible for performance monitoring, independently providing consultation, interpreting regulations, and developing policies/guidelines to improve care delivery, reviewing statement of deficiencies, creating, revising and updating processes and guidelines. You also may assist with and support the Bureau’s survey activities with an emphasis on acute and continuing care providers; such as hospitals, hospices, home health agencies, personal care agencies, adult day centers, ambulatory surgical centers and end stage renal disease centers.

Additional duties include:

Providing training and support where needed in the area of acute and continuing care.
Assisting with budgetary planning.
Monitoring survey activity in collaboration with the other BHS QAPS-Senior to ensure compliance with federal performance standards.
Developing forms, policies, and procedures.
Reviewing BHS program areas for needed changes and making recommendations.
Assuring survey findings are accurate and consistent with federal certification, state administrative rules and survey procedures.
Providing consultation to the Director, Section Managers and surveyors on status of survey compliance in relations to federal and state requirements.
Acting as the primary backup for BHS complaint intake and triage.

This position is critical to ensure compliance with the federal performance standards by consistently monitoring, tracking and revising survey activities. This position provides consultation to various program areas. The responsibilities of this position require a high degree of independent judgment in triaging and responding to complainants, ability to communicate effectively both orally and in writing, and a thorough knowledge of the programs.

Salary Information

The starting pay is between $35.49 and $39.42 per hour (approximately between $73,800 and $81,900 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 07/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

This position requires the ability to drive a State vehicle or the ability to provide one's own transportation. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:

Must have a valid driver's license;
Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver’s license;
Must be 18 years of age.

Additionally, your driving record MUST NOT reflect any of the following conditions:

Three or more moving violations and/or at-fault accidents in the past two years;
Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
Suspension or revocation of driver's license.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

Experience reviewing data and processes to detect and resolve minor errors in current methods, work products, or processes.
Experience presenting technical materials and reports.
Experience using and maintaining tracking systems and databases.
Experience articulating, resolving or developing policy issues for current or proposed policy.

Well-qualified applicants will also have one or more of the following:

Experience working with federal Title 18 and Title 19 health care provider regulations, state codes, or Chapter 50 and related DHS administrative codes.
Experience working with federal performance measures related to health care survey and certification work.
Experience conducting complaint intake.
Experience utilizing advanced quality measurement philosophy and tools to track and trend performance across a variety of disciplines.
