Full Job Description

Introduction

The Department of Agriculture, Trade and Consumer Protection (DATCP) works hard to protect and promote Wisconsin’s agricultural industries and consumers. DATCP currently has an opening for a Training & Development Supervisor position within the Division of Food and Recreational Safety, Bureau of Meat and Poultry Businesses.

This is a field-based position and routine statewide travel is required. When applying please select all counties in which you are willing to be headquartered.

Qualifying candidates are not required to live in a county headquarter location. However, reimbursement for commuting to or from the employee’s assigned headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.). Routine travel within an assigned territory and throughout the state for assigned work and emergency response is required.

Position Summary

This is a professional supervisory position acting as a specialist in all aspects of meat and poultry processing, regulatory requirements, and inspectional procedures. The incumbent is responsible for designing, implementing, and overseeing the training programs for Meat Safety Inspectors, as well as supervising staff in the Food Scientist Advanced (Training Specialist) role. This position, along with the training staff, ensure Meat Safety Inspectors are properly trained in inspection methodology related to hazard analysis critical control point (HACCP) system analysis, sanitation standards, humane handling, sampling, etc. In addition, the position is responsible for evaluating training outcomes on an ongoing basis, fostering continuous professional development and performance improvement.

This position directly supervises individuals hired as Food Scientist Advanced, who are primarily responsible for training staff in the Meat Safety Inspector position in the art and science of meat inspection methodology, as well as standardizing staff who have been hired for, or reclassified to, the Meat Safety Inspector – Objective classification. In this capacity, the position assigns and monitors staff workloads; ensures state and federal rules and regulatory requirements are being taught to and understood by field inspection staff; and provides other technical support and expertise for the staff. The position is also responsible for the development of training resources as well as tracking training progress and completion. This is a working supervisor position that will maintain its own workload related to staff training and development, training content development, and program evaluation needs.

Salary Information

The classification of this position is Meat Safety Supervisor, which is in schedule-range 81-03 with a starting pay of $39.00 up to $44.00 per hour based on qualifications.

This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

Job Details

At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities and transferrable skills, unique to each Bureau.

These OJT opportunities include DOA Supervision Training, collaboration meetings with staff, job shadowing, USDA training courses (online/in-person), and field inspection training.

Conditions of Employment:

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license or the ability to provide one’s own transportation for work purposes, is required.

Travel is required for approximately 60% of this position’s duties.

Qualifications

Minimally qualified candidates will have each of the following:

Experience supervising or leading the work of others (establishing operating procedures, assigning and reviewing work of others, performance evaluations, training, coaching/mentoring etc.)
Completed Food Safety Inspection Services Inspection Methods training on the regulation of inspection, labeling, food safety, adulteration, enforcement, and other issues related to the regulation of meat and poultry products.
Experience independently performing ante and post-mortem inspection and must be trained to recognize animal diseases and conditions in compliance with 9 CFR Part 309 Ante-Mortem Inspection and Part 310 Post-Mortem Inspection regulations.
Experience with Public Health Information System (PHIS) to document, collect, manage, and/or analyze data for food safety inspections

In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:

Experience training others in meat inspection methodology (ante and post-mortem, HACCP, General Labeling, Sanitation Performance Standards, Sanitation Standard Operating Procedures, etc.)
Experience developing technical training content (SOPs, handouts, webinars, examinations, etc.)
