We are seeking an experienced Regional Director of Affordable & Cooperative Housing to oversee a diverse portfolio of HUD-assisted and cooperative communities while leading, mentoring, and developing high-performing onsite teams.
This is not a market-rate Regional Manager position. Candidates must have extensive, hands-on HUD affordable housing experience. Applicants without direct experience managing HUD properties, certifications, recertifications, HUD applications, occupancy compliance, inspections, and regulatory oversight will not be considered.

Position Summary
The Regional Director of Affordable & Cooperative Housing is responsible for the operational, financial, regulatory, and personnel performance of an assigned portfolio of HUD-assisted and cooperative communities. This position provides leadership to onsite Property Managers while ensuring compliance with HUD regulations, company policies, and community governing documents.
The successful candidate will serve as the subject matter expert for HUD compliance while partnering with onsite teams to achieve operational excellence, regulatory compliance, financial performance, and exceptional customer service.
Key ResponsibilitiesHUD Compliance & Affordable Housing
- Provide regional oversight for HUD-assisted communities to ensure ongoing compliance with all HUD regulations and affordable housing program requirements.
- Lead the onboarding of newly acquired HUD properties, including operational transitions, compliance setup, tenant file reviews, occupancy stabilization, and staff training.
- Oversee the completion and submission of HUD applications for prospective residents, ensuring accurate eligibility determinations and complete supporting documentation.
- Ensure timely and accurate completion of all initial certifications, annual recertifications, and interim recertifications.
- Review certifications for accuracy, including income calculations, asset verification, deductions, rent calculations, and occupancy eligibility.
- Ensure compliance with HUD Handbook 4350.3, EIV, TRACS, VAWA, Fair Housing requirements, and all applicable federal, state, and agency regulations.
- Prepare communities for Management & Occupancy Reviews (MORs), REAC/NSPIRE inspections, file audits, and regulatory reviews.
- Analyze audit findings and inspection reports and implement corrective action plans.
- Conduct routine quality control reviews of tenant files and compliance documentation.
- Train, mentor, and support Property Managers and occupancy staff on HUD policies, certifications, compliance requirements, and industry best practices.
- Identify compliance risks and proactively implement corrective measures before deficiencies occur.
Leadership & Team Development
- Directly supervise Property Managers and provide leadership to onsite teams.
- Recruit, hire, onboard, coach, mentor, and develop employees.
- Conduct performance evaluations and provide ongoing coaching, accountability, and professional development.
- Review payroll, approve timecards, personnel changes, and maintain HR documentation.
- Assist with staffing transitions during new property acquisitions and management transitions.
- Foster a culture of professionalism, accountability, collaboration, and exceptional customer service.
Property Operations
- Oversee the day-to-day operations of an assigned portfolio.
- Conduct regular property inspections, office audits, and cash control inspections.
- Ensure communities maintain high standards of maintenance, safety, curb appeal, and resident satisfaction.
- Partner with Maintenance Supervisors to ensure timely completion of work orders, preventative maintenance, unit turnovers, and capital improvement projects.
- Develop, implement, and monitor corrective action plans for operational deficiencies.
- Ensure compliance with company policies, governing documents, and applicable regulations.
Financial Management
- Prepare, review, and manage annual operating budgets.
- Analyze monthly financial statements and operating performance.
- Review and approve expenditures in accordance with approved budgets.
- Monitor aged receivables and payables.
- Present financial reports and operational recommendations to Boards of Directors.
- Identify opportunities to improve operational efficiency while maintaining exceptional resident service.
Board & Resident Relations
- Serve as the management company representative during Board of Director meetings.
- Build productive relationships with Board members while providing operational, financial, and regulatory guidance.
- Handle complex resident concerns and escalated issues.
- Ensure governing documents, bylaws, rules, and regulations are consistently enforced.
- Represent Professional Property Services with professionalism and integrity at all times.
Business Development
- Participate in Requests for Proposal (RFPs) and management presentations.
- Assist with onboarding newly awarded management contracts.
- Support business development initiatives and client retention efforts.
- Identify opportunities to expand third-party management services.
Additional Responsibilities
- Travel regularly throughout Southeast Michigan and the Atlanta metropolitan area.
- Attend evening Board of Director meetings as required.
- Perform other duties as assigned.
Required QualificationsRequired Experience
- Minimum of 7 years of direct HUD affordable housing property management experience.
- Minimum of 3 years managing multiple communities or serving in a Regional Manager, Regional Director, or similar leadership role.
- Extensive experience managing HUD-assisted properties with a demonstrated history of maintaining regulatory compliance and operational excellence.

Knowledge & Skills
- Expert knowledge of HUD Handbook 4350.3 and affordable housing regulations.
- Advanced proficiency with Yardi Voyager.
- Experience managing cooperative housing communities strongly preferred.
- Strong financial management, budgeting, forecasting, and analytical skills.
- Proven ability to recruit, mentor, develop, and lead high-performing teams.
- Excellent organizational, leadership, problem-solving, and decision-making abilities.
- Outstanding written and verbal communication skills.
- Ability to build productive relationships with Boards of Directors, residents, vendors, regulatory agencies, and internal leadership.
- Proficiency with Microsoft Office, including Excel, Word, Outlook, Teams, and other business applications.
Education
- Bachelor's degree in Business Administration, Property Management, Finance, or a related field preferred.
Additional Requirements
- Valid driver's license with reliable transportation.
- Ability to travel regularly throughout Southeast Michigan and the Atlanta metropolitan area, including occasional overnight travel as business needs require.
- Ability to attend evening Board of Director meetings.
- Ability to conduct physical property inspections, including walking communities, climbing stairs, and inspecting buildings and grounds.
