Position Summary: The Code Enforcement Officer / Building Official for the Town of Afton, WY is responsible for enforcing municipal building, zoning, and property-maintenance codes. The role includes plan review of building permit applications for compliance with the International Building Code (IBC), International Residential Code (IRC), and any applicable local/state regulations, as well as performing on-site building inspections (foundation, framing, mechanical/electrical/plumbing, final occupancy, etc.). The position serves as the Town’s primary point of contact for builders, contractors, property owners, and the public regarding permit procedures, building code requirements, and compliance issues.
Essential Duties & Responsibilities
Review building permit applications, construction drawings, site plans, and supporting documentation for compliance with IBC, IRC, local zoning, fire, and other relevant codes. Issue building permits after satisfactory plan review, and maintain permit records.
Perform field inspections at various stages of construction (foundation, framing, mechanical/electrical/plumbing, insulation, final inspection/occupancy). Document inspection results, issue correction notices when needed, and follow up to ensure compliance.
Respond to and investigate complaints regarding building code, zoning, property maintenance, and related municipal ordinances. Enforce municipal building, nuisance ordinances through education, notices, warnings, or formal action where warranted. Provide guidance and information to property owners, contractors, architects, developers, and the public on building code requirements, permit procedures, and compliance. Coordinate with other Town departments (e.g., Administration, Public Works and Planning & Zoning) to ensure safe, code-compliant development.
Prepare periodic reports for Town Administrator or Town Council (permit activity, violations, enforcement status, etc.). Stay current with changes to building codes, state laws, and best practices; attend trainings and maintain applicable certifications (e.g., plan-review, building inspection, code enforcement).
Maintain accurate and organized records of permits, inspections, violations, correspondence, and communications. Knowledge, Skills & Abilities In-depth knowledge of IBC, IRC, relevant fire, mechanical/plumbing/electrical, and local municipal building/zoning/code ordinances.
Ability to read and interpret construction plans, blueprints, site plans, and engineering drawings. Strong understanding of building methods and materials, structural, mechanical, electrical, and plumbing systems.
Excellent written and verbal communication skills; able to interact professionally with contractors, property owners, town officials, and the public. Strong decision-making, problem-solving, and code-interpretation skills; able to issue clear, objective code determinations.
Proficiency with permit tracking / record-keeping, office software, and inspection documentation. Physical ability to perform inspections: walk job sites, climb ladders / stairs, inspect crawlspaces / attics, sometimes in variable weather conditions.
Qualifications Required:
High school diploma or equivalent.
Valid driver’s license and reliable vehicle (since coverage in Afton may require travel within the town or nearby areas).
Some experience in construction, building trades, building inspection, or code enforcement (or demonstrated familiarity with code compliance).
Preferred: Certification(s) from International Code Council (ICC) — e.g., Building Inspector, Plans Examiner, Code Enforcement Officer.
Prior experience as a building inspector or code enforcement officer in a municipal setting (especially rural or small-town). Knowledge of Wyoming state building statutes, local zoning ordinances, and land use practices.
Good organizational skills and ability to manage multiple permits/inspections concurrently. Physical Requirements & Work Environment Work will include a combination of office responsibilities and field inspections.
Inspections may require walking on uneven terrain, climbing ladders or stairs, entering attics / crawlspaces, and being outdoors in varying weather conditions. Occasional lifting of up to 50 pounds (e.g., carrying plans, inspection tools, sample materials).
