About WSDOT
The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world's longest floating bridge, leads an award-winning Active Transportation Plan, holds the record for the world’s widest tunneling project, and operates the largest ferry system in the nation!

The Opportunity
WSDOT is currently seeking a Fiscal Specialist to provide critical financial and administrative support for the South Central Region Area 2 Maintenance facilities. This position supports that mission by providing clerical support for all employees and management of SCR Area 2 maintenance facilities. Specifically, this position provides support in the areas of fiscal, budget, and financial business; to include payroll, travel, purchasing, compiling/reporting budget data, inventory, accounting, tracking, and customer service. The position also assists in the facilitation and coordination of all administrative duties and functions and helps explain and enforce policies and procedures regarding purchasing, payroll, inventory, and personnel issues.

What to Expect
Among the varied range of responsibilities held within this role you will:

Administer payroll processes by reviewing employee time, leave, premium pay, and payroll transactions; resolve discrepancies, ensure compliance with state requirements, and serve as liaison with Headquarters Payroll.
Coordinate purchasing and accounts payable activities by procuring supplies and services, processing purchase and payment documents, auditing vendor invoices, maintaining purchasing records, and ensuring compliance with procurement policies and contracts.
Maintain inventory records by tracking materials, processing inventory transactions, reconciling purchases and receipts, and supporting inventory control activities.
Process, audit, and maintain financial transactions and records, including vouchers, invoices, travel reimbursements, purchasing card transactions, budget tracking, and fiscal documentation in accordance with state and agency policies.
Support budget administration by maintaining budget spreadsheets, forecasting fiscal needs, preparing required financial documentation, and assisting with long-term fiscal planning.
Provide administrative support for third-party damage claims by preparing work orders, researching costs, reconciling estimates, compiling supporting documentation, and coordinating submission for approval.
Coordinate employee travel and onboarding activities by arranging travel, processing reimbursements, preparing new employee documentation, and ensuring timely submission of payroll and Human Resources forms.
Serve as backup to the Fiscal Specialist Supervisor and Maintenance Superintendent by providing administrative, fiscal, and operational support and assisting with special projects and business functions as needed.

Qualifications
To be considered for this opportunity, the following are required:

Financial Document Management and Compliance: Demonstrates attention to detail and knowledge of financial procedures in preparing, auditing, and processing financial documents such as invoices, purchase requests, travel vouchers, and reimbursements, ensuring adherence to policies and standards.
Payroll Processing and Compliance: Demonstrates the ability to accurately compile and calculate payroll data from multiple sources, ensuring all payroll activities comply with applicable laws, regulations, and policies regarding procedures, deductions, and computations.
Data Management & Reporting: Ability to collect, compile, track, and maintain fiscal and budget data, ensuring accuracy and producing reports to support management decision making.
Systems & Technical Proficiency: Experience using financial, payroll, and administrative systems (e.g., payment processing, timekeeping, tracking systems) along with standard office software to complete work efficiently and accurately.
Confidentiality & Information Stewardship: Proven ability to handle sensitive financial, payroll, and personnel information with a high degree of discretion, maintaining confidentiality and adhering to privacy policies and ethical standards.
Customer Service & Communication: Demonstrated ability to provide responsive, professional customer service by assisting staff, supervisors, and the public with information, problem resolution, and administrative support.
Growth Mindset: Actively demonstrates a commitment to learning and growth.
Service-Oriented: Demonstrates a willingness to take action to meet the needs of others.

It is preferred that qualified candidates also have:

Problem Solving & Decision-Making: Able to make informed decisions and resolve complex issues effectively.
Accounting & Customer Service: Capable of learning and applying accounting procedures while delivering quality customer service.
Procurement & Inventory Systems: Experience with purchasing processes, including use of related systems and tools.
Payroll Processing: Understands payroll systems and ensures accurate and timely updates and corrections.
Possession of a valid driver's license and ability to drive a state vehicle at the time of hire.
