Job Summary:
We are seeking a passionate and experienced Program Manager to lead our Basecamp program. Reporting to the designated Director, this role is responsible for the overall coordination, supervision, and day-to-day operations of the program. The Program Manager will ensure compliance with contract requirements, meet performance targets, and provide strong leadership to staff while overseeing all program activities and service delivery.

Duties/Responsibilities:
- Coordinate operations of assigned program(s) and contracts.
- Oversee day-to-day program activities to ensure contract deliverables and fiscal targets are met.
- Meet with staff weekly to review caseloads, address program issues, and monitor progress.
- Ensure staff compliance with all training and operational requirements, providing ongoing guidance and support.
- Provide immediate assistance during emergencies and foster teamwork among staff members.
- Train, supervise, and evaluate staff to support high performance and professional growth.
- Conduct timely written evaluations and offer continuous feedback.
- Promote a collaborative team environment and encourage professional development opportunities.
- Prepare and manage program budgets, ensuring spending aligns with revenue and fiscal targets.
- Recommend budget adjustments and maintain strong financial controls to meet program goals.
- Ensure compliance with all program regulations, contractual obligations, and accreditation requirements.
- Prepare and submit accurate, timely reports to contractors and funders.
- Review client files for completeness and contract compliance.
- Represent the program at community presentations and meetings with public and private organizations.
- Promote the program to maintain sufficient caseloads for staff.
- Research, develop, and implement new programs aligned with NVCSS’s mission, including grant writing and funding applications.
- Recruit, train, and supervise volunteers to support program services.
- Develop and maintain a volunteer recruitment program to meet participant needs.
- Identify and implement opportunities for operational and service delivery improvements.
- Resolve conflicts and address complaints in a professional manner, maintaining service quality.
- Oversee compliance with contractual and performance standards, ensuring accreditation is maintained.
- Manage complex programs, contracts, and budgets to ensure fiscal solvency.
- Provide onsite case management, including Activities of Daily Living (ADL) skills training such as grocery shopping and cleaning.
- Conduct client intake, outreach, and connection to community resources.
- Monitor Key Performance Indicators (KPIs) and maintain accurate reporting, documentation, and data tracking.
- Support client engagement, helping program participants successfully connect with housing, employment, or social services.

Education and Experience:
Associates/Bachelors Degree Preferred
Program Manager I:
- Typically requires a bachelor’s degree in a related field, such as Social Work, Public Administration, Human Services, Nonprofit Management, or Sociology.
- While not mandatory, certifications in non-profit management, program evaluation, or case management could be beneficial.
- 2-3 years of experience in social services, human services, or non-profit program management.
- Experience may include working as a caseworker, coordinator, or assistant in a social service program.
- Has likely managed small-scale programs or specific components of a larger program.
- Responsibilities include supporting program design, overseeing day-to-day operations, and managing a limited budget.
- Often works with local stakeholders, volunteers, and community groups.
- Relies on senior staff for guidance and works under close supervision.
- Focuses on tactical execution and learning non-profit program management skills, such as tracking outcomes, managing grants, and reporting to funders.
Physical Requirements:
- Ability to travel frequently to various locations.
- Capability to stand for extended periods during teaching, training, and food preparation activities.
- Strong verbal communication skills for teaching and training.
- Proficiency in computer use for data entry, report writing, and other tasks, with the ability to sit for extended periods.
- Ability to move and transport educational materials and equipment as needed.
- Adherence to safety protocols and ability to handle equipment weighing up to 30 pounds.
- Willingness to perform outdoor/indoor cleaning, including trash pickup and removal.
- Must work in all environment settings (heat, cold, rain, snow).
