Full Job Description

DLJ Construction Group is seeking a qualified Site Safety & Health Officer (SSHO) for federal construction projects. The SSHO will be responsible for implementing, managing, and enforcing the project Safety and Occupational Health (SOH) Program in accordance with the contract requirements, approved Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and current USACE EM 385-1-1 requirements.

Position Overview:

The SSHO shall be onsite full-time whenever work is being performed, unless otherwise permitted by the contract requirements. The SSHO will serve as the contractor’s primary onsite safety representative and will have the authority to immediately correct unsafe conditions and stop work when required to protect personnel, property, or the public.

Key Responsibilities:

Develop, implement, maintain, and enforce the project Accident Prevention Plan (APP)

Review, coordinate, and enforce Activity Hazard Analyses (AHAs) for definable features of work

Monitor daily field operations for compliance with EM 385-1-1, contract safety requirements, and project-specific safety procedures

Conduct daily safety inspections of personnel, equipment, work areas, and temporary conditions

Conduct new worker orientations, toolbox talks, and other required safety meetings

Attend preconstruction conferences, preparatory meetings, initial phase meetings, follow-up meetings, and three-phase inspection meetings as required

Coordinate with the Superintendent, Quality Control staff, subcontractors, and Government representatives on all safety-related matters

Investigate incidents, near misses, property damage events, and unsafe conditions, and prepare required documentation and corrective actions

Maintain required safety records, certifications, references, postings, logs, and documentation onsite

Enforce personal protective equipment requirements and remove personnel from operations when they present a safety risk or fail to comply with project safety rules

Ensure subcontractor compliance with the approved APP, AHAs, EM 385-1-1, and applicable federal, state, and local safety requirements

Support preparation and submission of required USACE safety documentation, including documentation supporting ENG Form 6282.

Minimum Qualifications:

OSHA 30-hour Construction Safety course completed and current documentation available

First Aid/CPR/AED certification current and valid

Minimum 5 years of cumulative construction safety experience within the last 10 years managing or implementing a construction safety and occupational health program on projects similar in industry type, size, and complexity to the applicable contract scope

Minimum 24 hours of formal documented Safety and Occupational Health training within the past 5 years, meeting USACE SSHO qualification requirements

Ability to maintain qualification by completing 24 additional hours of formal Safety and Occupational Health training every 3 years for the duration of the contract

Demonstrated working knowledge of USACE EM 385-1-1, Accident Prevention Plans, Activity Hazard Analyses, and federal construction safety requirements

Ability and authority to stop work when unsafe conditions or acts are identified

Strong written and verbal communication skills

Ability to work collaboratively with project management, field staff, subcontractors, and Government representatives

Valid driver’s license

Ability to pass required background checks for access to military installations, VA facilities, or other federal sites, as applicable
