Quality Assurance (QA) Specialist

Reports to: Managing Director and Director of Administration

Employment Type: Full Time

Salary: $52-62k

Quality Care Access provides supports for adults with intellectual disabilities and autism spectrum disorders. We are committed to delivering the highest level of care and individualized, person-centered support to every individual we serve through our community-based programs.

QCA is seeking a skilled Quality Assurance Specialist to support organizational compliance, quality improvement, and regulatory monitoring activities across our Behavioral Health and Home and Community Support Services programs. This role is responsible for conducting internal audits, compliance reviews, trend analyses, and corrective action monitoring to ensure adherence to regulatory requirements, licensing standards, organizational policies, and best practices. The Quality Assurance Specialist collaborates with the State of Maine, Office of Ageing, Division of Licensing and Certification, and other regulatory agencies to support compliance, licensing, quality improvement, and oversight activities.

Key Responsibilities

Conduct internal audits and compliance reviews across Home and Community Based (HCBS) programs.
Monitor compliance with state and federal regulations, licensing standards, organizational policies, and documentation requirements.
Collaborate with the State of Maine, OADS, DLC, and other regulatory agencies to support compliance, licensing, and quality improvement activities.
Identify compliance risks, documentation deficiencies, and opportunities for quality improvement.
Prepare audit reports, compliance summaries, trend analyses, and corrective action recommendations.
Review member records, assessments, service plans, and documentation for accuracy, completeness, and regulatory compliance.
Monitor member rights protections, incident reporting, grievance processes, and abuse/neglect prevention practices.
Review health and safety practices, including medication administration, emergency preparedness, and environmental safety standards.
Support organizational quality assurance program through data collection, analysis, and performance monitoring.
Coordinate quarterly risk management reviews and assist with annual risk assessment activities.
Monitor incident, grievance, medication, and safety trends to identify and mitigate organizational risks.
Maintain quality assurance tools, audit schedules, compliance trackers, and regulatory records.
Assist programs in preparing for licensing reviews, audits, investigations, and accreditation activities.

Qualifications & Requirements

Bachelor's Degree in Human Services, Social Work, Psychology, Healthcare Administration, Nursing, Public Health, or a related field required;
Minimum of three (3) years of experience in quality assurance, compliance, and risk management with a background in healthcare, behavioral health, developmental disabilities, or human services.
Knowledge of Maine OADS, DLC Behavioral Health Licensing standards, Medicaid regulations, and other applicable state and federal requirements is preferred.
Experience conducting audits, compliance reviews, investigations, and quality improvement initiatives.
Strong understanding of person-centered planning, member rights, incident management, and risk mitigation practices.
Ability to analyze data, identify trends, and develop corrective action recommendations.
Effective written and verbal communication skills, including report writing and presentation of findings.
Ability to work independently while collaborating effectively with leadership, clinical teams, and regulatory agencies.
Proficiency with electronic health records, Microsoft Office Suite, and data management systems.

Additional Requirements

Valid driver's license, reliable transportation, and ability to travel independently as needed to program sites, agency locations, training events, and meetings throughout the service area.
Ability to successfully pass required background checks and maintain all required clearances.
