The Digital Modernization Group at Leidos is seeking a Senior Industrial Security Representative to support the Naval Enterprise Networks (NEN) Service Management, Integration, and Transport (SMIT) contract in O‘ahu, Hawaii. This is a high-visibility role supporting a mission-critical U.S. Navy program. The selected candidate will serve as part of a multi-functional security project team and will be responsible for facilitating personnel, physical, and industrial security actions across multiple government facilities in a dynamic, fast-paced environment.
This position is primarily based at Ford Island Pearl Harbor and supports additional local sites including Camp H.M. Smith, Marine Corps Base Hawaii Kaneohe Bay, and Joint Base Pearl Harbor–Hickam.

While supporting the customer, the Leidos team delivers the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Position Summary
The Senior Industrial Security Representative works under the guidance of the Leidos SMIT Program Security Director and is responsible for applying Leidos security standards, policies, and practices to existing government facilities identified under the contract. The ideal candidate will bring deep experience in industrial security, strong knowledge of government security requirements, and the ability to operate effectively across multiple sites and stakeholder groups.
Primary Responsibilities
Implement and provide guidance on a broad range of security matters, including classified inventory and document control, security investigations, personnel access nominations, classification management, visitor control, facility access, DD254 requirements, Program Classification Guides, Intelligence Community Directives, export-controlled information, and applicable government security policies.
Support the administration and execution of industrial, personnel, physical, and information security requirements in accordance with U.S. government directives, contractual obligations, and Leidos policies.
Conduct and support internal security investigations, incident reporting, inquiries, and follow-up actions, including preparing reports and recommending preventive or corrective measures.
Develop training materials and deliver security briefings for personnel holding collateral clearances to ensure awareness of security responsibilities and compliance requirements.
Apply and help implement security program measures aligned with NISPOM, SECNAV 5510.30C Personnel Security Program, SECNAV 5510.36 Information Security Program, and SECNAV 5500.35 Physical Security Program.
Collaborate with Leidos stakeholders to identify, document, and support security requirements for applications, devices, hardware, systems, and services used across the program.
Partner with internal teams and local military commands to develop and implement effective strategies that mitigate vulnerabilities, maintain continuity of operations, and protect the organization from security risks.
Represent the program at project meetings and calls as the designated security professional, providing subject matter expertise and security-related guidance.
Identify and implement practical, innovative security solutions while operating within program, contractual, and operational constraints.
Perform ad hoc site inspections at local government and contractor facilities to assess compliance and support program security objectives.
Draft, review, update, and maintain internal security policies, standard operating procedures, and instructional materials related to the industrial security program.
Serve as the customer’s primary point of contact for installation and facility access requirements across the O‘ahu region, including DBIDS processing, new hire security briefings, NIPR/SIPR space access control, intrusion detection systems, and physical access measures such as locks and key controls.
Support government Cyber Operational Readiness Assessments (CORA) by conducting pre-inspections and helping ensure facilities and processes are prepared for review.
Basic Qualifications
Bachelor’s degree with 8+ years of relevant experience, or Master’s degree with 6+ years of relevant experience. Additional years experience may be used in lieu of degree.
Working knowledge of the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), Defense Information System for Security (DISS), eQIP, and applicable SECNAV instructions.
Understanding of DISA Security Technical Implementation Guides (STIGs) as they apply to traditional security requirements.
Experience using DISS or other U.S. government personnel security authoritative systems.
Proficiency with Microsoft Office applications, including Excel, PowerPoint, and related tools.
Demonstrated ability to work independently and collaboratively in a team environment to achieve program objectives.
Technical knowledge of electronic physical security systems, including Lenel access control systems.
Experience with intrusion detection systems (IDS) and related physical security technologies.
Demonstrated success integrating physical security measures into complex environments while maintaining life/safety requirements.
Strong verbal and written communication skills, with the ability to interact effectively with internal and external stakeholders at all organizational levels.
U.S. citizenship and a current active DoD Secret security clearance.
Preferred Qualifications
Professional certification or accreditation in personnel, industrial, and/or physical security, such as ISP, PSC, or similar credentials.
Experience supporting security operations at U.S. Government facilities or installations.
Prior experience working with Navy Marine Corps Intranet (NMCI) and/or other government or enterprise networks.
Familiarity with SIPRNet environments and experience supporting Cyber Operations Readiness Assessments (CORA).
Demonstrated ability to work as a self-starter, establish priorities, and resolve urgent security issues with minimal supervision.
Experience using National Background Investigation Services (NBIS).

Pay Range $82,550.00 - $149,225.00
