This pivotal role involves leading complex system architecture projects for the U.S. Navy in NWS Crane, Indiana. This position is in-person and on base at NWS Crane.
Job Title: Digital Engineering Lead
Position Summary
The Digital Engineering Lead serves as the strategic and technical visionary for Digital Engineering Transformation. This role drives the implementation of a fully defined engineering product as the Authoritative Source of Truth within PTC Windchill PLM and Creo Parametric MCAD environments.
By establishing a single, traceable Digital Thread and Digital Twin, the Lead eliminates fragmented data sources, massive interpretation / translation efforts, redundant data entry, and disconnected business processes. The position directly supports the PLM Value Stream, synchronizing engineering artifacts with downstream ERP, MES, EAM, and manufacturing systems to deliver improved product fidelity, real-time traceability, and accelerated lifecycle outcomes for complex naval systems.
This is a hands-on leadership role that combines deep technical expertise in Creo and Windchill with proven transformation leadership in defense environments.
Key Responsibilities
- Lead Digital Engineering Transformation Initiatives: Spearhead the shift from 2D drawing-centric processes to a 3D model-centric, Windchill-managed Authoritative Source of Truth. Oversee comprehensive definition of engineering products (E-BOMs, E-BOPs, product structures) that feed all downstream lifecycle phases, including manufacturing, service, and sustainment.
- MCAD/PLM Architecture & Integration: Architect and implement integrated solutions using PTC Creo Parametric (preferred) as the core MCAD tool, with seamless interoperability to SolidWorks, Solid Edge, AutoCAD, Siemens NX, and Altium ECAD. Direct integration of MCAD, ECAD, and Windchill PLM, including cable/harness design as true assemblies, top-down design, global interference checks, model checks, user-defined features, and configure-to-order (CTO) processes.
- Authoritative Source of Truth Implementation: Establish and maintain Windchill as the single source of truth for all engineering and business artifacts (3D models, parametric drawings, BOMs, attributes, technical data packages). Implement BOM transformation capabilities (E-BOM → M-BOM, S-BOM, P-BOM, etc.) with full traceability, associative visualization, and dynamic GUI support for component selection.
- Configuration & Change Management: Design and execute robust Windchill workflows for Engineering Change Proposals (ECP), Engineering Change Notices (ECN), Initial Release (IR), Document Release (DR), Deviations/Variations, and real-time government collaboration. Enable “where-used” analysis, obsolescence management, and automated identification of artifacts impacted by changes.
- Downstream Process Optimization: Leverage the engineering product definition to drive “Best-in-Class” business processes. Minimize untethered data entry, synchronize with ERP/MES/EAM/IIoT systems, and support production of Technical Data Packages (TDP) per MIL-DTL-31000B (PDF drawings + native model files with intact structure).
- Advanced Capabilities & Pilots: Oversee pilot projects including Augmented Reality (AR/Vuforia) for interactive work instructions and training, Creo View Lite-weight viewer deployment, and Windchill module utilization (PDMLink, MPMLink, Arbortext). Develop libraries (Mil-Spec/COTS items, templates, material files, start parts) and Standard Operating Procedures (SOPs).
- Training & Knowledge Transfer: Provide hands-on training and SOP development for government personnel on Windchill navigation, configuration control, Creo View, and related tools. Enable real-time participation in workflows and full access to versioned artifacts.
- Stakeholder Engagement & Continuous Improvement: Brief senior stakeholders (PEO IWS, MIB, PEO MLB) on Digital Twin/Digital Thread concepts. Identify and integrate additional Windchill modules and capabilities over time.
- Ensure compliance with DoD Instruction 5000.97 “Digital Engineering”, ASME/ANSI standards, GD&T, and DoD/DoN digital engineering strategies (e.g., the Eight Pillars of Integrated Digital Resources).
- Team Leadership & Delivery: Guide cross-functional Design/Drafting and Modeling teams (75+ combined years of MCAD experience, 95+ years drafting, 45+ years Windchill) while maintaining native CAD formats and best practices to minimize errors and review cycles.
Required Qualifications & Expertise
Technical Mastery:
- Expert-level proficiency in PTC Creo Parametric (feature-based 3D solid modeling, harness/piping design, drawing automation, open architecture for multi-CAD interoperability).
- Expert-level proficiency in PTC Windchill PLM (PDMLink, MPMLink, configuration management, workflows, BOM transformation, Digital Thread management).
- Strong working knowledge of Creo View, Vuforia AR, Altium ECAD, and complementary MCAD tools (SolidWorks, Solid Edge).
- Digital Engineering Transformation: Proven experience establishing Windchill as the Authoritative Source of Truth, implementing Digital Twin/Digital Thread architectures, and aligning PLM Value Streams with enterprise systems (ERP, MES, EAM).
- Defense/Navy Experience: Demonstrated digital transformation success on DoD programs. Familiarity with Integrated Defense Acquisition, Technology & Logistics Lifecycle Management Framework, ECP/ECN processes, and MIL-STD/MIL-DTL requirements.
- Proven Impact: Track record of measurable results. Examples could include reducing manufacturing data preparation from weeks to hours, executing multi-million-dollar business process overhauls with rapid ROI, and/or delivering pilot integrations that revolutionize engineering and downstream processes.
Preferred Experience:
- Leadership of multi-disciplinary teams in digital transformation projects within the private sector and/or government (DoD/DoN).
- Presentation and briefing experience to senior stakeholders (PEO-level).
- Knowledge of DoD Instruction 5000.97, the “Eight Pillars” of Integrated Digital Resources, MBE diamond, and NAVSEA digital engineering strategies.
- Experience with RDT&E environments, Work Group Manager, and Windchill module licensing strategies.
Education & Certifications:
- Bachelor’s degree (required) or Master’s degree (preferred) in Mechanical Engineering, Electrical Engineering, Systems Engineering, or related technical field.
- PTC Creo and/or Windchill certifications highly desired.
- Active or ability to obtain Secret security clearance.
