Full Job Description

Whitetail Environmental, LLC is seeking an Assistant Hazardous Waste (HW) Program Manager to support the Hazardous Waste Program Manager and the interdisciplinary environmental compliance team serving the U.S. Army Reserve 63d Readiness Division (RD). Under the direction of the HW Program Manager and 63d RD environmental staff, this position assists with day-to-day hazardous waste program activities, including data collection, facility coordination, compliance tracking, site visit support, document updates, training support, and coordination of hazardous waste handling, storage, and disposal activities. The role is intended to provide technical, administrative, and field support to help ensure 63d RD facilities comply with applicable environmental requirements, with primary emphasis on hazardous waste and hazardous materials management.

This is a hybrid remote/onsite position.

Responsibilities

· Support the HW Program Manager in implementing the 63d RD Hazardous Waste Program in accordance with project direction, contract requirements, and established program procedures.

· Provide technical and administrative assistance to the 63d RD Environmental Division’s HW program and related projects, including research, analysis, document development, coordination, and follow-up under the direction of the HW Program Manager and 63d RD environmental staff.

· Maintain current knowledge of all applicable HW local, state, federal and Army regulations.

· Assist in gathering data, reviewing, updating, and implementing HW documents, training presentations, and management plans.

· Perform environmental compliance/HW site visits in accordance with contract/project Performance Work Statements.

· Track assigned deadlines and assist the HW Program Manager in completing deliverables accurately and on schedule.

· Complete data entry in online databases and assist with maintaining data management tools, trackers, and processes used to support the HW program.

· Coordinate with facility personnel, under HW Program Manager guidance, to support compliant storage, labeling, handling, and disposal of hazardous materials and hazardous waste.

· Assist facility personnel in creating hazardous waste inventories and coordinating hazardous waste disposal.

· Support outreach, education, and training activities for soldiers and civilians at U.S. Army Reserve facilities, including preparing materials, coordinating logistics, and assisting with delivery as needed.

· Assist as needed with internal Environmental Performance Assessment System (EPAS) assessments and support external EPAS assessments.

· Prepare draft compliance reports, summaries, and follow-up documentation for review and approval within established timeframes.

· Assist with Site Assistance Visits (SAV) at assigned RD facilities, as needed.

· Assist with general environmental support activities for the 63d RD and coordinate routine communications with environmental agencies, organizations, contractors, and facility personnel as directed.

· Have familiarity with all applicable environmental laws and regulations in the 63d RD ACES Region.

· Assist with technical support for 63d RD Environmental Division programs and associated projects, including research, analysis, coordination, and document preparation under the direction of the HW Program Manager and 63d RD environmental staff.

· Support hazardous waste shipment documentation and coordination for disposal from 63d RD facilities, including assisting with manifest review, waste minimization statement preparation, and coordination with the HW Program Manager, 63d RD staff, and Defense Logistics Agency personnel as applicable.

· Possess a working knowledge of building maintenance and systems and vehicle maintenance practices related to environmental compliance.

· Expand job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations (where applicable).

· Be willing to accept new and varying responsibilities and opportunities.

· Respond to assigned inquiries and requests from customers, facility personnel, and project managers within a reasonable timeframe, elevating issues to the HW Program Manager as appropriate.

· Complete assigned responsibilities on time and accurately.

· Promote and demonstrate a positive, team-oriented attitude towards civil service government employees, active-duty soldiers, facility operations personnel and other contract employees.

· Other duties not explicitly described above to meet client/company needs and objectives.

Qualifications (Education and Experience)

Bachelor’s Degree in Environmental Science or related field.
Minimum of 4 years of environmental compliance and inspection experience.
HAZWOPER Certification (current or be able to obtain).
DoD Approved HW Manifest/DOT Certification and subsequent bi-annual refresher courses (current or be able to obtain).
California Hazardous Waste Management Training covering 40 CFR 262.17 and 22 CCR 66262.34 and 66265.16 (current or be able to obtain).
Experience with MS Windows OS including Word, Excel, PowerPoint, and Outlook.
Ability to read, interpret, and communicate environmental regulatory requirements outlined in state and local regulations and site-specific environmental permits.
Excellent time management and interpersonal skills; ability to work independently on assigned tasks while coordinating priorities, deadlines, and deliverables with the HW Program Manager and project team.

Additional Eligibility Requirements

Must have U.S. citizenship, a valid U.S. driver’s license and favorable Motor Vehicle Record (MVR).
Must be able to pass a government background/security check.
Must be capable of obtaining a Department of Defense Common Access Card.
Able to conduct day-long inspections and field work walking across varying terrain under varied weather conditions.
Be able to lift up to 50 pounds, occasionally.

Direct Reports: No supervisory role.

Travel: Approximately 30%.

Position Type and Expected Hours of Work: Full-time position. Standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. in the employee's local time zone, with flexibility to support business hours as mission or business needs require.
