Full Job Description

Position Summary:

The Philadelphia Health Laboratory (PHL) provides clinical diagnostic testing, disease surveillance, emergency response support, applied research, laboratory training and other essential services. This position works within the Philadelphia Public Health Lab to identify and facilitate project solutions, and opportunities; resolve issues to improve efficiency and effectiveness and plays a major role in supporting the effective use of technology by PHL staff. The full-time position will report directly to Public Health Lab Director with indirect reporting (IT related projects) to Health IT Director.

This position will be charged with involvement in a wide variety of Lab Information System projects (LIS) and will assist Health IT and OIT Project Managers on technology related Lab projects with regards to documentation, communication, coordination and phase/gate management; and maintain and support IT processes, PC/Server management, security access management, system optimization, documentation for Health IT/ PHL and any related projects. In addition, position will assist the LIS Supervisor on the cloud-based lab application to encompass test/prod configurations, reporting, trouble shooting, user training, instrument and EMR interfacing, procedure review/development and documentation based on LIS CLIA regulations. Will work in concert with the lab-based IT Operations Manager.

Applicants for this position must be self-motivated, knowledgeable, dependable, honest, task oriented, and require minimal supervision. Strong written and oral communications skills are essential to the success of this role as is organization and time management.

Duties and Responsibilities:

General

Assist the Laboratory Director, Health IT Director and LIS Supervisor in the coordination and support of ongoing Lab initiatives Linder direction of the Laboratory Director, or their designee, assist with procedures and policies for lab systems

Business Analysis and Consulting

Identify functional and technical requirements for assigned projects Ensure compatibility and consistency with existing architectural and enterprise standards

Communication and Collaboration with Health IT, internal and external PDPH customers Execute communication plans for lab technology changes and implementations Proactively communicate and coordinate with project participants and leadership via in person or virtual meetings, in writing, via telephone calls, etc. Maintain strong, collegial, and effective working relationships with Health IT Team members, associates, departmental officials, outside consultants, and vendors Utilize project management tools and systems for PHL to communicate project status and provide project updates to PHL Leadership and project participants.

Project Management

Understand project purpose, technology components, and interactions with other systems and clients, as well as the role and function of each team member Assist in the planning and implementation of assigned projects; facilitate the definition and management of project scope, goals, milestones, schedules, and deliverables; and coordinate project team Consult with clients, staff, and stakeholders to resolve issues and provide support to project team Work with staff and stakeholders to correct deficiencies Report progress, concerns, emerging risks, or issues to appropriate leadership or PM on IT operations and project work, escalating as needed Create and maintain comprehensive project and solution documentation and meeting notes as appropriate for the project methodology chosen

Professional

Uphold IT standards, policies, and procedures while working with leadership to iteratively adapt these policies with current IT best practices in mind Stay abreast of the latest developments in related technologies and project management Other related duties as assigned

Skills Required:

Familiarity with Office 365, VPNs, web-based collaboration tools.

Education and Experience:

A Bachelor’s degree from an accredited college or university in Medical Laboratory Science or Clinical Biology/Microbiology and coursework/degree in business and IT related fields. Associate degree will be considered with 3+ years’ experience in both LIMS/IT.
1-3 years of experience coordinating projects and process changes, and/or performing experience with any of the following a plus: diverse IT projects, software development efforts, Clinical Laboratory testing, Laboratory Information Systems application support, City of Philadelphia OIT practices and processes, knowledge of public health, city government.
Any equivalent combination of education and experience determined to be acceptable by the Department of Public Health
Possession or pursuit of a major project management credential a plus

Physical Demands:

Vision and dexterity sufficient to interact with and diagnose Lab applications and equipment, regularly use common desktop and laptop computer displays and interface devices and interpret all job-related materials. Dexterity sufficient to interact with lab equipment. Drivers’ license a plus.

Diagnoses and resolves advanced hardware and software issues with desktop, laptop and mobile equipment.
Follows PDPH IT practices including use of ticketing and asset tracking systems and other communication tools, developing and maintaining internal documentation, and communicating with PDPH staff
