Full Job Description

Job Summary

The Deputy Treasurer - Land Bank Administrator is responsible for the day-to-day operations and management of the county land bank’s property portfolio. This role focuses on acquiring, managing, and disposition of tax-foreclosed and abandoned properties to promote neighborhood stabilization, economic redevelopment, and community revitalization. The Administrator works closely with county officials, particularly the County Treasurer, to identify, acquire, and process properties through the tax lien and foreclosure process.

Duties/Responsibilities:

Tax Lien & Foreclosure Management

Manage the full cycle of tax lien foreclosure processes, including monitoring delinquent taxes, coordinating with legal counsel, and ensuring timely filings.
Identify and evaluate properties suitable for land bank acquisition through tax foreclosure or other mechanisms.
Coordinate with the County Treasurer’s office on applicable properties, delinquent tax lists, and foreclosure proceedings.
Track and maintain accurate records of all tax lien statuses, redemption periods, and foreclosure outcomes.

Property Acquisition & Inventory Management

Developing property portfolios including pictures, lot sizing, appraised value, etc.
Conduct or manage site visits to evaluate property conditions, title issues, and redevelopment potential.
Maintain a comprehensive inventory database of land bank-owned properties, including photographs, legal descriptions, and condition reports.

Property Disposition & Redevelopment

Develop and implement strategies for the sale, lease, or transfer of land bank properties to qualified buyers, developers, or community partners.
Prepare Requests for Proposals (RFPs), review applications, and recommend properties for disposition to the Board.
Ensure compliance with all Ohio land bank statutes (ORC Chapter 5722), local ordinances, and funding source requirements.

Administrative & Compliance Duties

Prepare regular reports for the Land Bank Board, County Commissioners, and funding partners on program performance, property status, and financials.
Manage land bank budgets, expenditures, and grant-funded projects.
Coordinate with external partners including city planning departments, housing authorities, non-profits, and developers.
Maintain all required documentation, compliance records, and audit-ready files.

Additional Duties

Supervise support staff or contractors (surveyors, inspectors, maintenance crews) as assigned.
Represent the land bank at public meetings, community events, and professional conferences.
Perform other duties as assigned by the Board.

Required Skills/Abilities:

Thorough understanding of property surveying, title searches, and real estate due diligence.
Excellent project management and organizational skills with strong attention to detail.
Proficiency in Microsoft Office Suite and property management or GIS database software.
Ability to read and interpret surveys, legal descriptions, and plat maps.
Strong interpersonal and communication skills; ability to work effectively with elected officials, community groups, and the public.
Valid Ohio driver’s license and ability to travel within the county as needed.

Education and Experience:

Bachelor’s degree in public administration, Urban Planning, Real Estate, Business Administration, or related field (master’s preferred).
Minimum of 3–5 years of experience in real estate management, tax foreclosure, property disposition, or related government/non-profit work.
Strong working knowledge of Ohio real estate law, tax foreclosure processes, and land banking best practices and Realtor License.
Experience working directly with County Treasurers or Auditors is highly desirable.

Physical & Work Environment

Ability to conduct site visits on vacant/abandoned properties (walking uneven terrain, entering structures, etc.).
Standard office environment with occasional evening or weekend meetings.
