Full Job Description

Position Summary:

The Operations Manager provides leadership and oversight for assigned programs and operational systems, ensuring effective, survivor-centered service delivery and efficient day-to-day operations. This role translates organizational strategy into program implementation, ensures grant compliance, contributes to grant reporting, and maintains strong administrative, financial, and operational processes.

The Manager directly supervises Advocates and is responsible for guiding program staff, interns, volunteers, and vendors through established policies, procedures, and funder requirements. This role monitors assigned program budget lines, supports accurate data entry, billing, and documentation, and reports program performance to the Executive Director. The Manager actively guides fundraising, community engagement, and collaboration efforts, and provides limited direct client services as needed to model trauma-informed, ethical, and equity-centered practices.

Essential Functions

To perform this job successfully, an individual must be able to satisfactorily perform each of the essential responsibilities listed below.

Direct Client Services

● Greet and welcome individuals to the business office and provide trauma-informed guidance through the intake process.

● Provide advocacy-based counseling services to clients by phone and in person, including at shelters, court proceedings, the business office, and hospitals.

● Support clients in completing protection order petitions and coordinate advocate presence at protection order hearings, as requested.

● Coordinate immediate and ongoing services for new and existing clients, including

referrals to appropriate internal and external programs for advocacy, shelter, and support.

● Conduct follow-up with survivors supported through sexual assault forensic exams or lethality assessment protocol calls and facilitate connections to appropriate services.

● Facilitate support groups and prevention workshops using designated curricula, adapting content as needed to meet client needs.

Community Relationships and Outreach

● Build and maintain positive, professional relationships with systems, partners, and

community organizations that interact with clients.

● Develop and sustain relationships with tribal leaders and minoritized communities within

the service area.

● Participate in coalitions and community groups relevant to survivor services.

● Provide outreach activities, presentations, and awareness efforts to increase community

engagement and professional understanding of services.

Administrative and Program Support

● Supervise Advocates.

● Provide training and onboarding to new employees or coach Lead Advocates on training

and onboarding.

● Adhere to agency policies and procedures, including confidentiality, mandatory reporting,

and ethical standards.

● Maintain accurate and timely client service and outreach documentation.

● Maintain current knowledge of community resources and professional relationships with

service providers.

● Prepare and submit routine data and activity reports to the Executive Director.

● Promote cross-program collaboration to support continuity of care and a whole-person approach to services.

● Collaborate with Directors to support effective operations and organizational goals.

● Gather and provide information required for funder reporting and accreditation compliance.

Secondary Functions

● Support systems and processes related to accreditation, grant compliance, and program

operations.

● Assist with monitoring assigned program budget lines and coordinating billing

documentation, as directed.

● Support outreach activities, events, and fundraising efforts, including attending events as

assigned.

● Participate in organizational fundraising initiatives, including covering a minimum of one

Windfall Thrift Store shift per month.

● Contribute ideas and support for new outreach, event, and fundraising initiatives.

● Perform other duties as assigned or needed to support organizational success.

Knowledge & Skills

Education & Experience:

● Bachelor’s degree preferred; equivalent experience will be considered.

● 5 years of experience in providing domestic violence, crime victim, and sexual assault

advocacy required.

● Experience overseeing budgets, ensuring compliance with funder requirements, and

completing timely and accurate data entry.

● Fluency in Spanish, Mam, American Sign Language, or other locally relevant languages

is preferred.

Certificates and/or Licenses:

● Valid Washington State Driver’s License and auto insurance required.

● Must meet all training requirements for advocacy and direct service roles as required by

Washington State and agency policy.

Physical Requirements:

● Sit or stand for extended periods.

● Work at a computer for prolonged periods.

● Lift up to 25 lbs. occasionally.

● Drive throughout the region for meetings, court support, outreach, and partnership activities.

● Communicate clearly in person and over the phone.

● Work occasional evenings and weekends and participate in on-call coverage as required

to support program and client needs.

Equipment / Tools Utilized:

Duties of this position will require regular use of these types of equipment and tools:

● Standard office equipment including computer, phone, copier, and printer.

● Agency vehicles or personal vehicle for outreach and meetings.

● Communication tools for crisis response and on-call coverage.

Environmental Conditions

While performing the essential responsibilities of this job, the employee may experience the

following environmental conditions at the frequency indicated:

● Work performed primarily in an office environment, occasional exposure to outdoor

conditions during outreach.

● Regular travel throughout the service region for meetings, partnerships, and outreach.

Pay: $53,041.29 - $63,877.68 per year
