Full Job Description

Job Overview
We are seeking an energetic and dedicated Program Manager to lead and coordinate CNECTS. The Program Manager will lead a portfolio of advanced IT, mission system sustainment, engineering, and digital modernization efforts supporting the Consolidated Network Enterprise Command, Control, and Telemetry Services (CNECTS) initiative. This role oversees multi contract delivery across Base Operating Support–IT (BOS IT), Strategic Warning & C2 Support (NISSC III), Wing Information & Communications Support (WICS II), and Plans & Programs Engineering Design Support (PEDS).

The Program Manager will provide leadership, oversight, and strategic direction for a portfolio of IT modernization, mission systems, engineering, cybersecurity, and enterprise support services under the CNECTS program. The successful candidate will manage personnel, customer relationships, program performance, financial objectives, and technical execution while supporting the Government's vision for a modernized, secure, and integrated enterprise environment.

Key Responsibilities:

Lead planning, execution, and performance across all four CNECTS Areas of Interest (AOI), ensuring alignment with Government priorities for consolidation, automation, and enterprise resilience.
Manage cost, schedule, performance, staffing, and risk for multi‑year modernization and sustainment efforts.
Oversee delivery of IT modernization, mission systems, engineering, cybersecurity, and digital transformation initiatives.
Ensure successful execution of contract requirements while maintaining alignment with Government priorities and mission objectives.
Develop and implement strategies that improve operational efficiency, enterprise resiliency, and service delivery.

Technical Program Oversight

Lead modernization initiatives involving network automation, enterprise monitoring, cloud technologies, digital engineering, cybersecurity, and mission-system sustainment.
Provide leadership and oversight for initiatives involving cloud technologies, cybersecurity, automation, digital engineering, DevSecOps, and mission systems sustainment.
Support implementation of modern technologies and processes that enhance operational readiness and mission effectiveness.
Ensure delivery of secure, scalable, and production-ready solutions that meet customer requirements and performance expectations.
Monitor technical performance and coordinate resolution of complex program issues and risks.

Stakeholder Engagement & Communication

Serve as primary interface with Government CO, COR, technical leads, and mission partners.
Lead technical interchange meetings, design reviews, and program management reviews.
Provide clear, data‑driven reporting on performance, risks, and modernization progress.

Governance, Compliance & Security

Ensure adherence to RMF, DoD/USSF architecture standards, cybersecurity requirements, and AOI‑specific DD254 guidance.
Maintain rigorous configuration management, quality assurance, and documentation standards.

Workforce & Team Management

Lead multidisciplinary teams across cloud engineering, cybersecurity, DevSecOps, MBSE, network operations, logistics, and mission systems.
Mentor technical leads and ensure alignment of workforce skills with emerging CNECTS requirements.
Manage subcontractors and teaming partners to ensure integrated program delivery.
Support recruiting, workforce planning, employee development, retention, and succession planning efforts.
Manage cost, schedule, performance, staffing, and risk for multi‑year modernization and sustainment efforts.
Oversee delivery of IT modernization, mission systems, engineering, cybersecurity, and digital transformation initiatives.
Ensure successful execution of contract requirements while maintaining alignment with Government priorities and mission objectives.
Develop and implement strategies that improve operational efficiency, enterprise resiliency, and service delivery.

Required Qualifications:

Bachelor’s degree in engineering, Computer Science, Information Technology, Business, or related field.
Minimum of 10+ years of experience managing complex DoD, Federal, or U.S. Space Force programs.
Demonstrated experience managing technical programs involving cybersecurity, cloud technologies, digital modernization, systems engineering, or mission systems.
Experience managing budgets, schedules, staffing, subcontractors, and program performance.
Knowledge of RMF, cybersecurity compliance, and DoD acquisition environments.
Active Secret clearance with the ability to obtain and maintain TS/SCI eligibility.

Pay: $99,080.16 - $119,322.35 per year
