IvoryCloud is seeking a Senior Web/Internet Developer to lead Architecture development and management of a mission essential government software modernization on behalf of IvoryCloud. The ideal candidate brings IT technical and Agile software service experience for US federal/DOD government contracts with a successful track record of technical excellence. This role owns the end-to-end technical design of the modernized system application: a responsive, browser- and device-agnostic .NET application on Microsoft SQL Server, deployed in GovCloud environment through a containerized CI/CD pipeline. This role architects how the existing MVP evolves to Initial Operating Capability (IOC) and then Full Operating Capability (FOC), designs the interfaces to critical systems, and is the technical authority on data model optimization, API standards, observability, and security architecture.

Required Qualifications
- 15+ years of software architecture and full-stack development experience, with at least 7 years architecting production enterprise web applications
- Deep expertise in Microsoft .NET (C#, ASP.NET Core), Microsoft SQL Server, Entity Framework, and modern JavaScript frameworks (React, Angular, or Vue) for responsive web front ends
- Proven experience designing RESTful APIs at scale, including API security, versioning, and integration patterns; experience developing APIs compliant with federal data governance standards
- 5+ years designing and deploying applications in cloud environments (AWS GovCloud, Azure Government, or equivalent FedRAMP-authorized environments)
- Hands-on experience with containerization (Docker, Kubernetes, OpenShift) and modern CI/CD pipelines (GitLab CI, Azure DevOps, Jenkins)
- Demonstrable experience in successfully leading the development of complex, user centered federal systems with mobile enabled capabilities
- Expertise in observability stacks: distributed tracing, centralized logging, and metrics (Prometheus, Grafana, ELK, Application Insights, or equivalent)
- Demonstrable experience with database optimization, data modeling (logical and physical), data dictionaries, data flow diagrams, and SSIS package development
- Experience implementing NIST 800-53 Rev 5 security controls in custom-developed applications; familiarity with FISMA ATO artifacts
- Experience integrating with federal identity providers (such as DOJ Login, Login.gov, PIV/CAC, SAML, OAuth2/OIDC)
- Strong grasp of Section 508 accessibility requirements at the architecture and code level
- Must have experience in agile software engineering/development and in directing an organization with a diverse mix of management, technical and administrative functions
- Must possess excellent oral and written communication skills
- Must have the ability to meet deadlines and perform under pressure
Education
· BA or BS degree in Business Information Systems or similar IT related discipline
Certifications
- REQUIRED[JR1] : AWS Solution Architect and Security+
- At least one advanced Microsoft-based certification
- Additional Microsoft certifications, such as: Azure Solutions Architect Expert, MCSA/MCSE SQL Server, or .NET-related certifications is a Plus
- At least one certification such as: Certified Scrum Master (CSM), PMI-ACP, SAFe Agilist, or equivalent Agile certification, is desired
Highly Preferred Qualifications
- Current or recent prior experience supporting Department of Justice/Law Enforcement-related software systems
- Prior experience with law enforcement case management, incident reporting, or criminal justice information systems
- Experience operating in Agile software services and cross-functional teams within a Capability Maturity Model Integration (CMMI) Level 3 or higher accredited program
- Familiarity with NIST 800-53 Rev 5, FISMA ATO processes, and Section 508 compliance
- PgMP, SAFe Program Consultant (SPC), or other advanced program management credentials
- Proficient in MS Project, Visio, SharePoint, Teams, and Digital.ai or equivalent (Jira, Azure DevOps)
- Experience with geospatial web applications (ESRI ArcGIS Online, Mapbox, Leaflet) and integration with GIS analyst tools (i2 Analyst's Notebook, Esri)
- Experience integrating Power BI dashboards into custom applications, including embedded analytics and row-level security
- Experience with natural language search, AI-assisted search, or chatbot/virtual assistant integration
- TOGAF, AWS Certified Solutions Architect - Professional, or equivalent architecture credential is a Plus
Key Responsibilities
- Serve as Subject Matter Expert (SME) for system technical architecture and cloud infrastructure
- Own the end-to-end technical architecture and Solution Design Documentation for system modernization
- Design the evolution path from existing MVP to IOC and from IOC to FOC
- Redesign database schemas for optimal performance and eliminate legacy redundancies and inconsistencies
- Establish API standards in accordance with Federal Data Governance Manual requirements
- Design the monitoring/observability framework covering application, server/host, and network dimensions
- Lead technical debt reduction and produce Technical Roadmap in partnership with the Product Owner
- Author and maintain Design Documentation, Data Dictionary, Data Flow Diagrams, and the O&M Plan
- Deliver the Engineering Practices for CI/CD Automation presentation
- Guide the development team on secure coding practices and NIST 800-53 control implementation
- Ensure production deployments can occur with zero downtime to the maximum extent practicable
- Ensure architectural designs support enterprise-wide scalability across regionally dispersed locations in the United States
- Architect solutions that maintain data segregation and access controls
- Design and manage cloud architecture for Azure government cloud environment
- Guide technical implementation of DevSecOps and CI/CD pipeline architectures
- Design security architectures that comply with government cybersecurity requirements
- Design authentication and authorization frameworks supporting PIV authentication and multifactor authentication requirements
- Serve as technical liaison with government operations and cyber teams
- Design and coordinate external application integrations and interfaces with multiple external systems
- Architect API solutions for secure data exchange with other federal agency systems
- Coordinate technical requirements with federal IT Services and other external customers
- Design solutions supporting agile development methodologies and rapid deployment cycles
- Ensure team adherence to Capability Maturity Model Integration (CMMI) Level 3 or higher processes and architectural compliance
- Participate in system Governance Board meetings providing technical guidance and feasibility assessments
