Full Job Description

Process requests for rent adjustments in accordance with established procedures, including obtaining verifications, entering information into computer, for Housing Choice Voucher participants.
Conduct annual re-examinations and interim adjustments, enter data into computer system for Housing Choice Voucher participants.
Process incoming Request for Tenancy Approvals (RFTA) for initial tenancy.
Execute the Housing Assistance Payment (HAP) contract for initial tenancy with accuracy.
Process request to utilize the portability option for participants and communication with other Housing Agencies.
Assists in maintaining client files including income verifications, landlord information and other subjects relating to clients’ rent.
Maintain required voucher utilization levels by leasing voucher holders in a timely manner, making appropriate adjustments, addressing participants concerns in a professional manner, enforcing voucher rules, policies, procedures, regulations, lease requirements, and maintaining associated records.
Assist participants with special problems and promote amicable landlord/tenant relations.
A collaborative team member who works effectively and productively with others; participates in and foster teamwork, builds rapport and acts as a positive influence on the team.
Strong written and verbal communication skills with the ability to clearly and effectively communicate with individuals and groups; ability to present and explain complex information regarding policies and procedures.
Use systems to organize, prioritize, and keep track of information and/or work in progress; maintain accurate and complete electronic and manual records; exhibit attention to detail; ability to multi-task in a high-pressure environment.
Proficiency using most MS Office applications including Word, Excel, and Outlook, as well as Adobe, DocuSign, and the internet; skill and ability to learn and use agency housing management software (SACS).
Uses critical, creative, and reflective thinking skills to identify problems, analyze and evaluate various solutions, and monitor their effectiveness.
Ability to provide exceptional customer service to a diverse population of internal and external stakeholders; ability to work effectively under pressure in a fast-paced environment.
Strong, positive interpersonal skills, including the ability to work collaboratively; remain professional, calm and tactful in stressful situations while adhering to a high standard of integrity, honesty, and confidentiality.

Ability to maintain financial records and to prepare reports and statements.
Counsel participants who do not comply with the terms of the lease and voucher participant obligations.
Refer participants with special problems, such as economic, social, legal, health, etc. to groups or agencies that provide assistance, or to FSS coordinator, as appropriate.
Assists in issuing, receiving and processing applications, interviewing applicants, processing verification documents, calculating rent and utility allowances and maintaining application files and waiting lists.
Assists in updating the waiting list in accordance with established guidelines.
Assists in coordinating with Housing Inspectors for move-in, move-out and annual housing inspections.
Assists in maintaining personal contacts with prospective landlords, individuals, and realtors to assure an adequate supply of quality assisted housing. Also updating landlords on rules and regulations.
Prepares all information required for the annual submission of the Section Eight Management Assessment Program (SEMAP).
Attend internal and external training sessions or workshops offered by HUD, NAHRO, PHADA, Nan McKay, AAHRA, and other agencies.
Uphold the integrity of the Housing Authority through abiding by Fair Housing and ethical policies and procedures
Other duties within the position scope as assigned
