POSITION DESCRIPTION
TITLE: Recertification Specialist
LOCATION: Administrative Office
POSITION SUMMARY
This is a Non-Exempt position responsible for conducting interviews and processing annual and interim rent changes for Agency residents in a manner that provides timely and accurate information, responsive customer service, and that complies with all program requirements. Duties include, but not limited to, utilizing the computer system to its fullest extent, scheduling appointments for annual re-certifications, conducting interviews, organizing large volumes of data, tracking different types of information, performing calculations, and maintaining data on the computer system. This position manages a caseload of approximately 200 tenants.
DUTIES AND RESPONSIBILITIES
Under the direction of the Office Manager
A. Essential Functions:
1. Sends Welcome Letters to New Tenants
2. Organizes and schedules various appointments with clients, including but not limited to, recertification, interim rent changes, and family household composition changes.
3. Verifies all necessary information has been received to process the rent calculation
4. Print HUD required EIV Reports
5. Check New Hires Reports
6. Send New Hires Letters for jobs not reported
7. Check SWICA system
8. Conducts a criminal background check and any other checks as necessary by the Agency before adding new members to the household
9. Makes sure addition/deletion of family members does not over/under house tenant
10. If tenant is over/under housed, follow Agency procedures for transferring tenant to appropriate bedroom size unit
11. Notifies tenant of any negative outcome of background checks
12. Makes sure tenant is aware of hearing procedures for any negative actions during the rent calculation process (This includes adding new members)
13. Verifies Citizenship of new family member
14. Verifies all income, assets, and expenses claimed by the applicant by use of EIV system, 3rd party verifications, and when appropriate, pay stubs or tax returns, notarized statements, etc.
15. Correctly calculates and determines the rent for each tenant making sure all adjustments are handled correctly in the calculation
16. Notifies tenants at least 30 days in advance of any rent changes
17. All Annual Re-certifications must be completed and ready to take effect by the tenant’s anniversary date
18. All interim rent changes must be completed and ready to take effect within 60 days of notification
19. Monitor/track tenant’s eligibility for EID (Earned Income Disregard)
20. Monitor/track tenants who must participate in community service work and record on computer system
21. Monitor MCSR and verify they are eligible to continue occupancy
22. Failure to comply with the above two timelines will be grounds for disciplinary action
23. Has a full understanding of the Agencies ACOP
24. Incorporates any new HUD changes into the tenant/applicant procedure to maintain compliance
25. Maintains manual folder in accordance with set filing procedures
26. Enters all data into the computer system
27. Must issue lease violation notices when necessary
28. Must appear in court on behalf of the Housing Authority when necessary
B. Other Duties & Responsibilities:
1. Will be cross trained in duties of the Clerk and Housing Specialist and will be required to assist with these duties when the responsible party is not available
2. Ability to utilize Microsoft Office programs
3. Provide reports and information in accordance with supervisor’s requests
4. Takes applicant phone calls and answers questions
5. Monitors the addition/deletion of pets and collects pet deposits of current tenants
6. May be required to travel over night
7. Performs other related duties as assigned
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Ability to organize information in various formats
2. Knowledge of Microsoft Office Suite
3. Ability to communicate clearly both verbally and in writing
4. Courteous and Tactful Phone and Counter etiquette
5. Completes all reports via computer
6. Ability to read, interpret, and apply complex policies and procedures
7. Ability to conduct tenant interviews and obtain all necessary information in a courteous professional manner
8. Ability to compile reports and compose correspondence
9. Ability to perform accurate mathematical skills
10. Possess good spelling and grammatical skills
11. Must have and maintain a current driver’s license and be insurable under the Authority’s automobile insurance
12. Ability to lift at least 30 lbs. for storage of supplies
REQUIRED QUALIFICATIONS:
College Degree Preferred. Must have a High School Diploma or equivalent. Required knowledge, skills and abilities for this position would normally be gained through the equivalent of one (1) year experience and/or training, preferably, work in real estate, housing or urban renewal performing interview work. Must obtain a Rent Calculation Certification within twelve (12) months of employment. A minimum passing rate of 70% must be obtained during the first year of employment and a minimum passing rate of 80% as a condition of continued employment is required.
