Position Summary
Reporting to the Chief Executive Officer and Fiscal Officer, the Chief Library Services Officer provides administrative leadership, strategic vision, and oversight for the library’s customer experience, public service infrastructure, policies, collections, and operational systems. As a member of the leadership team, this role ensures that public services are supported by efficient, equitable, and modern systems that enable high-quality service delivery. This position provides strong leadership, team planning, and high-level decision-making for the library system.

Primary Responsibilities
- As a member of the leadership team, contributes to long-range planning and collaborates to make decisions and implement changes.
- Lead system-wide operations, including collection, circulation, technical services, and customer service.
- Provides leadership, guidance, and direction to library leaders in technical services, circulation, and collection development.
- Collaborates as appropriate with the Programs and Partnerships Director to ensure alignment between programs, services, collection, and customer service.
- Ensure systems and collections support programming, outreach, and customer needs and remove barriers to access.
- Creates and updates organization policies and procedures related to collection development, technical services, circulation, and customer experience to execute current practices and meet the needs of library customers – includes defining the scope of work, assigning ownership, and communicating these to library staff.
- Ensure policies are equitable and sustainable.
- Oversee the investigation, implementation, and management of technology solutions to provide best-in-class customer experiences.
- Partners with IT on system integration and improvement.
- Use data and analytics to guide collections, service models, and operational efficiency and to ensure efficient resource allocation.
- Encourages innovation and creative problem solving, professional development, and a collaborative team spirit among managers, supervisors, and staff. Utilizes team-building skills to build a highly performing team.
- Defines training frameworks and staffing strategies in areas of technical services, circulation, and collection development.
- Manage vendors and partnerships related to: ILS systems, resource sharing, collection development and maintenance, technical and delivery services.
- Keeps informed of current library services, library technology, collection development, and collection management practices by participating with colleagues throughout the state and within national library organizations/efforts.

Minimum Qualifications
Knowledge/skills
- Comprehensive knowledge of the principles and practices of Library Science and administration, and a demonstrated ability to administer and manage Library services.
- Ability to lead, mentor, coach, and provide administrative direction to management-level staff and a diverse professional workforce in a manner that emphasizes team building and collaboration.
- Excellent written and oral communication skills required.
- Ability to foster and maintain working relationships with colleagues, subordinates, organizations, and individuals.
- Analytical skill needed to evaluate branch programs, services, facilities, budgets, and staff, and the ability to recommend and implement innovative changes.
- Ability to select, train, evaluate, and manage branch managers, strong people skills.
Training/Experience/Education/Certification
- Master of Library Science (MLS), Master of Library and Information Science (MLIS) from an ALA-accredited institution, required.
- Minimum 8 years of professional experience required.
- Minimum 5 years of supervisory experience, administrative level experience preferred.
- Demonstrated experience in collections, circulation, or technical services.
- Demonstrated ability to successfully coach employees at all levels within an organization.
- Must have a valid driver’s license and possess your state’s minimum coverage requirements for auto insurance.
- Must meet eligibility requirements of the Library’s insurance carrier under the Library’s Motor Vehicle Use Policy.
- May be required to drive library-owned or non-library-owned personal vehicles on a regular basis on behalf of library business.
