HOURLY RANGE: $31.60 - $42.81
DISTINGUISHING FEATURES OF THE CLASS: The work involves coordinating clinical product purchases, product standardization initiatives and value analysis teams at the Erie County Medical Center Corporation. The incumbent coordinates between applicable clinical and non-clinical staff for identifying necessary services, supplies and equipment, and utilizing applicable methods for making standard purchases in a cost-effective manner. Work is performed under the general direction of the Value Analysis Manager. Supervision is exercised over lower-level employees assigned to the materials management function. Does related work as required.
TYPICAL WORK ACTIVITIES:
Collaborates with applicable staff and coordinates multiple value analysis teams under the Great Lakes Health System to establish cost-effective agreements on joint purchasing of services, supplies and equipment;
Utilizes group purchasing organization (GPO), regional alliances and other applicable resources to identify opportunities for product standardization, supply chain savings, clinical improvements, patient safety initiatives and maximize usage of available purchasing contracts;
Arranges vendor presentations and product trials; reports on results and participates in selection of products;
Assists in the development and coordinates the implementation of value analysis policies and work procedures;
Collaborates with clinical staff for establishing policy and procedures related to medical protocols involving product utilization;
Participates in the bid and request for proposal (RFP) processes for clinical products and services;
Assists staff in matters related to product recalls and product substitutions;
Serves as a liaison to vendors on matters such as new technology, product changes, price changes, contracts and payment;
Compiles various data; prepares and presents reports on purchase history, status of contracts, strategic initiatives, cost savings analysis, etc.;
Participates in and may organize meetings, trainings, conferences, in-services, committees, etc.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles, practices, equipment and terminology associated with materials management, product standardization and value analysis in a healthcare setting; good knowledge of applicable laws, rules, regulations and accreditation standards as they relate to the Great Lakes Health System, joint purchasing with affiliated organizations and materials management in a healthcare setting; good knowledge of GPOs, RFPs and purchasing contracts relevant to ECMCC, Great Lakes Health System and affiliated organizations; good knowledge of information sources for staying current on industry news and trends; working knowledge of clinical practices, patient safety initiatives and clinical procedures relevant to ECMCC; ability to coordinate vendor presentations and product trials for onsite performance at ECMCC; ability to compile relevant data and information; ability to prepare and present detailed reports; ability to supervise lower-level employees; ability to establish and maintain effective working relationships with a diverse constituency; ability to communicate effectively, both orally and in writing; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
- Possession of a Bachelor’s Degree* and one (1) year of professional** or paraprofessional*** materials management experience in healthcare setting or one (1) year of supervisory**** supply, processing and distribution (SPD) experience in a healthcare setting; or:
- Completion of sixty (60) semester credit hours* and three (3) years of professional** or paraprofessional*** materials management experience in healthcare setting or three (3) years of supervisory**** supply, processing and distribution (SPD) experience in a healthcare setting; or:
- Graduation from high school or possession of a high school equivalency diploma and five (5) years of professional** or paraprofessional*** materials management experience in healthcare setting or five (5) years of supervisory**** supply, processing and distribution (SPD) experience in a healthcare setting; or:
- An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).

****NOTE 4: Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g. first-line supervisors as opposed to “lead workers”) is characterized by: (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate’s work and/or the completion of projects and program accomplishments.
NOTE 5: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
