Full Job Description

Payroll and HR Manager

East Akron Neighborhood Development Corporation (EANDC) is a Not-For-Profit 501(c)(3) Charitable Housing Development Organization. EANDC develops and manages affordable housing for low-income, elderly, and veteran residents in Summit County, Ohio. We are the largest provider of affordable housing in Metropolitan Akron. EANDC also provides home buying counseling, energy efficiency audits, free energy-efficient appliances, and more to Summit and Stark County residents. EANDC recently partnered with Kaboom! in renovating and developing a new playground in East Akron. We are the developer, owner, and operator of the I Promise Housing project. The LeBron James Family Foundation will be partnering with EANDC to provide the wrap around services needed for the families that are the tenants of the I Promise Housing project.

General Responsibilities & Essential Functions:

This position works under the general supervision of the Chief Financial Officer but works directly with the executive leadership team, while collaborating with teams across the agency to resolve payroll and HR issues while ensuring compliance with applicable regulations. General tasks and responsibilities of this role are outlined below.

Responsibilities

Payroll

Together with input from the CFO, accurately maintains the payroll software system.
Serves as the point of contact for all payroll, garnishment, and third-party related inquiries.
Oversees the bi-weekly processing of payroll for W2 and 1099 employees.
- Verifies the accuracy of timekeeping records, calculated wage, and deductions.
Creates payroll entries in QuickBooks and subsequent property & dept reimbursements.
Stay informed about changes in payroll and employment laws and regulations to ensure compliance.

Human Resources

Participates in HR projects and initiatives as needed to support the HR Function.
Collaborates with the executive leadership team on group plan offerings.
- Administers group plan offerings including 403b, Health & dental coverage, long term, and accidental insurance.
- Maintains enrollments, terminations, and qualified changes on group plans.
Works with departments to develop job postings for vacant and growth positions.
Plans and conducts new employee onboarding.
Advises management in appropriate resolution of employee relations issues.
Oversee performance management processes, including goal setting, performance evaluations, and employee development plans.
Prepares employee separation notices and related documents. Conducts exit interviews to determine reasoning behind separation decisions.
Maintain accurate and up-to-date employee records in the applicable HRIS (Human Resources Information System) in compliance with all Federal, State and Local regulations.
With input & assistance of the executive leadership team, oversees the dissemination and updating of the employee manual.

General Finance Support

Provides support for general finance related tasks in the depart during high volume times like audit, year-end budget development, and report development for Board presentations.
