Job Summary
Under the general direction of the City Administrator, the Development & Operations Coordinator serves as a central point of coordination for development projects, permitting processes, utility infrastructure reviews, interdepartmental communication, regulatory compliance, and operational initiatives. This position works closely with developers, contractors, engineers, utility providers, consultants, citizens, department heads, and regulatory agencies to ensure projects and city operations move efficiently and in compliance with applicable laws, ordinances, policies, and standards.
The position provides administrative and operational support across multiple departments and assists in identifying process improvements that enhance customer service, regulatory compliance, and organizational effectiveness.
Duties and Responsibilities:
Essential and other important responsibilities and duties may include, but not limited to the following:
1. Serve as a point of contact for developers, engineers, contractors, utility providers, consultants, and citizens regarding development and permitting activities.
2. Participate in pre-construction, construction progress, and post-construction meetings to ensure compliance with City standards, ordinances, and project requirements.
3. Track development projects, capital improvement projects, utility projects, and operational initiatives from application through completion.
4. Assist in the review of development plans, construction documents, easement requests, utility extensions, and infrastructure improvements for compliance with applicable regulations and City requirements.
5. Coordinate with city staff to ensure operational projects, development activities, and regulatory requirements are communicated and completed effectively.
6. Maintain and monitor permit, project, development, and compliance tracking systems to ensure timely completion of assigned tasks and regulatory deadlines.
7. Assist in the preparation of agenda items, reports, presentations, and supporting documentation for City Council, commissions, boards, and committees.
8. Assist in City ordinances, development agreements, utility requirements, subdivision regulations, and applicable state and federal regulations.
9. Coordinate meetings and follow-up activities to ensure projects and operational initiatives remain on schedule.
10. Assist with capital improvement projects, consultant coordination, and special projects as assigned.
11. Provide staff support and attend meetings of City boards, commissions, and committees as assigned.
12. Attend professional development workshops, conferences, and training programs to maintain current knowledge of municipal operations, development services, permitting practices, and regulatory requirements.
13. Operate a motor vehicle in the performance of assigned duties and conduct field visits to development sites, utility projects, and City facilities as necessary.
14. Demonstrate continuous effort to improve organizational efficiency, streamline processes, enhance customer service, and support effective municipal operations.
15. Perform other duties and special projects as assigned by the City Administrator.

Required Qualifications
Must Possess a high school diploma or GED. Three (3) years of progressively responsible experience in municipal government, development services, permitting, planning, public works administration, project coordination, or related fields preferred. Certification as an ICC (International Code of Council) Permit Technician, preferred but not required. Certified Floodplain Manager, preferred but not required or other related certifications. related technologies.
Physical Demands
Work is performed in both office and outdoor environments. Outdoor work may involve exposure to extreme temperatures, humidity, rain, wind, dust, noise, traffic, construction activities, and other environmental conditions commonly associated with municipal infrastructure, utility, and development projects. The employee may be required to attend meetings and perform work outside of normal business hours as necessary.

Requirements Employee must be willing to live within a 30-minute to a one (1) hour response time area. Employee may be required to respond to an emergency on a 24-hour per day basis. Employee may also be required to carry a cellular telephone furnished by the City. Additionally, employee is expected to respond as soon as possible to non-emergency calls from the City Administrator or other City representatives unless the caller states otherwise.
