POSITION SUMMARY
The Village Administrator serves as the chief administrative officer of the Village of Roaming Shores pursuant to Ohio Revised Code §§735.271 and 735.273.
Under the general supervision and control of the Mayor, the Administrator is responsible for coordinating the day-to-day administrative and operational functions of the Village, including Public Works, water and wastewater utilities, utility billing, infrastructure, capital projects, purchasing within authorized limits, and supervision of assigned personnel.
The Administrator works cooperatively with the Mayor, Village Council, Fiscal Officer, Village Solicitor, Village Engineer, employees, boards, commissions, and governmental agencies to implement Village policies and maintain efficient municipal operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Village Operations Coordinate and oversee the day-to-day administrative and operational activities of the Village within the Administrator's statutory and delegated authority.
2. Water and Wastewater Utilities Manage and supervise Village water and wastewater operations, including distribution and collection systems, lift stations, maintenance, repairs, regulatory compliance, and emergency response.
3. Public Works and Infrastructure Supervise Village streets, roads, drainage, ditches, sidewalks, public buildings, equipment, snow and ice operations, and other Public Works activities.
4. Personnel Management Supervise assigned Village employees; establish work priorities; delegate duties; monitor performance; coordinate training; and exercise personnel authority consistent with Ohio law, Village ordinances, and adopted personnel policies.
5. Capital Projects Coordinate infrastructure and capital improvement projects involving utilities, roads, drainage, Village facilities, and equipment in cooperation with the Village Engineer and other appropriate officials.
6. Village Engineer and Consultants Serve as the primary administrative contact with the Village Engineer and coordinate the work of engineers, consultants, contractors, and other professional service providers as directed or authorized.
7. Grants and Funding Identify and pursue grant and outside funding opportunities and coordinate grant-funded projects in cooperation with the Mayor, Council, Fiscal Officer, Village Engineer, and other appropriate officials.
8. Purchasing and Contracts Serve as purchasing agent within the authority granted by Ohio law and Village ordinance and coordinate purchases, bids, contracts, and procurement consistent with appropriations and applicable purchasing requirements.
9. Budget and Fiscal Coordination Provide the Fiscal Officer, Mayor, Council, and Finance Committee with operational information necessary for budgeting and financial planning, including anticipated departmental expenses, capital needs, utility requirements, and project costs. The Administrator may monitor departmental expenditures and project budgets for operational purposes but shall not assume or exercise the statutory accounting, certification, auditing, treasury, financial-recordkeeping, or other fiscal responsibilities assigned by law to the Fiscal Officer.
10. Zoning Administration Provide administrative supervision and operational coordination of the Village Zoning Administrator/Inspector. Unless separately authorized or appointed, the Administrator shall not exercise powers specifically assigned by ordinance or law to the Zoning Administrator, Planning Commission, or Board of Zoning Appeals.
11. Regulatory Compliance Coordinate operational compliance with applicable federal, state, and local requirements involving utilities, Public Works, environmental matters, workplace safety, infrastructure, and other areas within the Administrator's responsibilities.
12. Mayor and Council Support Provide the Mayor and Council with reports, recommendations, and operational information; attend Council and committee meetings as requested; and assist with implementation of ordinances, resolutions, policies, and approved Village projects.
13. Community and Intergovernmental Relations Respond to resident concerns involving Village operations and maintain professional working relationships with residents, contractors, consultants, neighboring communities, and county, state, and federal agencies.
14. Emergency Operations Remain reasonably available for significant Village emergencies involving water, wastewater, roads, storms, infrastructure failures, or other critical municipal operations.
FISCAL OFFICER SEPARATION OF DUTIES
Nothing in this position description shall be interpreted as transferring to the Village Administrator any statutory power, duty, or responsibility assigned by Ohio law to the Village Fiscal Officer.
The Fiscal Officer shall retain responsibility for the Village's official financial records, accounting functions, certifications, receipts, disbursements, financial reporting, and other duties assigned to that office by law.
The Administrator's financial responsibilities are limited to operational planning, departmental budget recommendations, monitoring expenditures within assigned operations, purchasing within authorized limits, project administration, and providing information necessary for the Fiscal Officer, Mayor, Council, and Finance Committee to perform their respective duties.
MINIMUM QUALIFICATIONS
Education: High school diploma or equivalent required. Bachelor's degree in public administration, business administration, engineering, environmental science, or a related field preferred. Relevant municipal, utility, Public Works, or management experience may be considered in lieu of higher education.
Experience: Supervisory or management experience required. Municipal government, Public Works, water/wastewater utility, infrastructure, project management, grant administration, or related experience is preferred.
License: Valid Ohio driver's license and ability to maintain insurability under the Village's insurance requirements.
KNOWLEDGE, SKILLS, AND ABILITIES
The Administrator should possess knowledge of municipal government operations, applicable Ohio law, Public Works, utilities, infrastructure, personnel management, regulatory compliance, purchasing, and project administration.
The position requires strong leadership, organizational, communication, decision-making, problem-solving, and interpersonal skills and the ability to work effectively with elected officials, employees, residents, consultants, contractors, and governmental agencies.
WORKING CONDITIONS
Work is performed in both office and field environments. Evening or weekend meetings and emergency response may be required.
The position requires regular, predictable, and punctual attendance and is primarily an in-person position.
GENERAL PROVISION
This position description identifies the principal duties of the Village Administrator and is not intended to be an exhaustive listing of every responsibility.
The Administrator shall perform additional duties authorized by Ohio law, Village ordinance, or lawfully assigned by the Mayor and Council, provided such duties are consistent with the statutory authority of the Village Administrator and do not infringe upon duties assigned by law to another Village officer.
