JOB SUMMARY: Kingston Township in Delaware County, Ohio is looking for a Part-Time Zoning Secretary to provide administrative and clerical support for the Township Zoning Department.
Under the general direction of the Kingston Township Board of Trustees (BoT), the Zoning Secretary works with the Zoning Inspector, the Fiscal Officer, and the BoT and maintains and updates all Kingston Township (Township) zoning related files. The Zoning Secretary gives public notice, attends, and takes minutes at all Board of Zoning Commission (BZC) and Board of Zoning Appeals (BZA) matters.
The primary and regular duties of the Zoning Secretary include record-keeping in coordination with the Zoning Inspector and/or Fiscal Officer, and other duties, as needed. This is a part-time position; however, hours could fluctuate with increased or decreased zoning activities. The duties of the Zoning Secretary are those prescribed, authorized, or limited by the BoT and normally include the following:
GENERAL RESPONSIBILITIES:
· Assist in scheduling and making agendas for BZA and BZC meetings as they are requested.
· Give proper notice and advertise BZA and BZC meetings.
· Take BZA and BZC meeting minutes by audio recording meetings, taking notes as needed, and transcribing from the recording and notes a summary of the topics discussed and the public input.
· Transfer meeting recordings to electronic media and make backup copy to be kept per Township records retention policy.
· Keep a record of BZA and BZC meeting attendance (board members, staff, applicant, and public).
· Coordinate with Zoning Inspector on Township coverage at Regional Planning meetings as needed and appropriate.
· Assist the Zoning Inspector to keep the Zoning Resolution and Zoning Map up to date and with general record keeping.
· Working in conjunction with the Zoning Inspector, contribute as needed to the monthly Zoning Report of all the activity regarding the zoning office for submission to monthly BoT regular meetings.
· Attend BoT regular meetings and be prepared to elaborate and clarify any information contained on the Zoning Report.
· Any other duties assigned by the Board of Trustees.
RESPONSIBILITIES RELATING TO THE BOARD OF ZONING COMMISSION (BZC) AND BOARD OF ZONING APPEALS (BZA):
· Coordinate with Zoning Inspector the processing of Zoning applications (BZC).
· Assist in the end-to-end adherence of the proposed zoning change process, involving the BZC, Regional Planning, Assistant Prosecutor, and BoT as needed.
· Coordinate with Fiscal Officer to have BoT schedule a public hearing on any BZC recommendations to the Zoning Resolution or the Comprehensive Plan.
· Work with Zoning Inspector and/or the Fiscal Officers to become familiar with the requirements for providing public notice of BZC and BZA meetings and for hearings and ensure the meetings are advertised as required.
· Send notices, usually by certified mail, to applicant, all adjacent property owners, and property owners across the road from applicant’s property at least 10 days before hearing, or in accordance with the Zoning Resolution.
· Take minutes at all BZA and BZC meetings and keep records of all minutes in the Township Hall with the other zoning records.
· Assist the BZA and BZC, as needed, in obtaining a court reporter for hearings.
· Assist the Zoning Inspector in sending letters of violation for zoning violations.
SKILLS AND QUALIFICATIONS:
· Familiar with site plans, zoning regulations, and township procedures.
· Ability to learn zoning regulations, Ohio zoning laws, township procedures, and permit processes.
· Knowledge of general office procedures and administrative practices.
· Comfortable and skilled in written and verbal interpersonal communications.
· Ability to communicate professionally with the public, elected officials, and staff.
· Ability to organize and maintain detailed zoning records and files, including financial records of receipts and expenditures related to zoning.
· Strong attention to detail and accuracy.
· Ability to prioritize tasks and manage multiple responsibilities.
· Proficient in web-based applications, online software systems, and Microsoft Office applications including Word, Excel, and Outlook.
· Ability to work independently and as part of a team.
MINIMUM QUALIFICATIONS:
· High school diploma or equivalent required.
· Previous administrative, clerical, or office experience preferred.
· Experience working in zoning, planning, local government, permitting, or public administration preferred; however, training will be provided.
· Possession of a valid Ohio driver’s license required.
WORKING CONDITIONS:
· Ability to sit, stand, walk, bend, and lift office materials up to 25 pounds occasionally.
· Ability to operate standard office equipment including computers, printers, copiers, and telephones.
JOB TYPE: Part-time; Office Hours are Tuesday from 9 AM – 12 PM and Thursday 8:00 AM – 3:00 PM with occasional evening meetings.
PAY: Starting at $23.00/hour; actual starting rate will be determined based on the candidate’s experience, qualifications, and relevant skills.
