Job Summary

We are seeking a dynamic and detail-oriented HR & Accounting Specialist to join our team! This vital role combines expertise in human resources management with accounting functions to ensure seamless operations across personnel and financial processes. The Human Resources & Accounting Specialist is responsible for providing administrative support in all areas of human resources, payroll, accounting, purchasing, and employee benefits for Baldwin County 911. This position ensures compliance with applicable federal, state, and local employment laws while maintaining accurate financial records and supporting the agency's mission of providing reliable emergency communications services.

Duties

Coordinate recruitment activities including job postings, applicant tracking, interview scheduling, and onboarding.
Conduct new employee orientation and maintain employee personnel files.
Process new hires, promotions, transfers, salary adjustments, and terminations.
Administer employee benefits including health insurance, retirement, leave programs, and workers' compensation.
Maintain confidential personnel records in compliance with applicable laws.
Coordinate annual open enrollment and employee benefit changes.
Maintain policies and employee handbook updates when given from upper management.
Prepare reports, workforce statistics, and required government reporting.
Ensure compliance with FLSA, FMLA, ADA, COBRA, EEOC, HIPAA, and other employment regulations.
Process payroll accurately and timely, including overtime, holiday pay, and on-call compensation.
Process accounts payable and accounts receivable.
Prepare purchase orders and process vendor invoices.
Reconcile bank statements and financial accounts.
Maintain general ledger entries and supporting documentation.
Assist with budget preparation and budget tracking.
Monitor departmental expenditures and prepare financial reports.
Process employee reimbursements and travel expenses.
Assist with annual audits and financial record retention.
Maintain agency contracts, licenses, and insurance documentation.
Assist with grant administration and financial reporting.
Coordinate office supply purchasing and inventory.
Prepare correspondence, reports, meeting minutes, and presentations.
Maintain confidential records and files.
Provide administrative support to executive leadership.
Assist with records management and document retention
Perform other duties, tasks, and assignments as directed.

Application Question(s):

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

SHRM-CP, PHR, or comparable HR certification.
Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
Experience with QuickBooks or similar HR/payroll systems.
Experience working in a 911, emergency services, or public safety environment.
Must be able to clear a criminal history background check.

Experience:
