Full Job Description

Position Title: Construction Operations Manager/ Sr. Project Manager

Role Overview

Direct, coach, and elevate the project management staff and support team members across multiple projects in various phases of development.

We are a Federal contractor with a permanent base of operations in Guam.

Core Responsibilities

Lead and manage complex, multi-million-dollar federal construction projects from pre-construction planning through final closeout, ensuring strict compliance with federal regulations, contract terms, and agency specifications.
Serve as the primary point of contact for Federal Contracting Officers (CO), Contracting Officer's Representatives (COR), and other Government representatives, fostering strong working partnerships.
Work with the Project Controls team to maintain project schedules, ensuring intermediate milestones, submittals, and final turnover dates are met without liquidated damages.
Ensure uniform compliance with USACE EM 385-1-1 safety standards and three-phase Quality Control (QC) protocols, collaborating directly with Site Safety and Health Officers (SSHO) and Quality Control Managers (QCM).
Manage procurement activities, evaluate subcontractor bids, execute subcontracts, and oversee subcontractor performance, safety adherence, and schedule alignment on-site.
Supervise, train, and mentor Project Managers and Project Engineers, providing guidance on issue resolution, contract interpretation, and risk mitigation.

Applicant Prerequisites & Skills

Education: Bachelor’s degree (or foreign credential equivalent) in Construction Management, Civil/Structural Engineering, Architecture, Building Science, or a related discipline.
Experience: Ten years of overall field experience, including at least 5 years strictly dedicated to leading Federal construction project management.
Federal Knowledge: Proven background managing Federal sector developments, along with extensive experience liaising directly with the government representatives.
Quality & Safety: Familiarity with site quality assurance protocols and comprehensive safety standards, including hands-on application of USACE EM-385 guidelines.
Technical Proficiency: Deep understanding of job-site methodology, material specs, and heavy machinery. Strong blueprint-reading capability to audit active sites and catch errors before completion.
Communication: Clear verbal and written English fluency to effectively negotiate and align with subs, architectural staff, public officials, and government stakeholders.
Tools & Soft Skills: Tech-savvy across industry software platforms, coupled with strong interpersonal leadership to foster collaborative team environments.
