EXCITING OPPORTUNITY!

The City of Superior is currently seeking applications for a Water Resources Specialist in our Environmental Services Division. The person hired for this position will primarily focus on Construction Site Pollutant Control and Post-Construction Stormwater Management.

Work Schedule: Monday - Friday 8:00 am - 4:30 pm (40 hours/week and as needed otherwise).

Summary
Water Resources Specialists work independently and interdependently to implement multiple programs for the City of Superior’s Wisconsin Pollutant Discharge Elimination System (WPDES) Wastewater and WPDES Stormwater (MS4 - Municipal Separate Storm Sewer System) permits. The Water Resources Specialist position includes multiple roles within a diverse team of professionals, each having a unique area of expertise, who collaboratively share job responsibilities. Water Resources Specialists demonstrate a high level of comprehension and applying regulations to a diverse range of scenarios and are an advocate and supporter of resilient, low impact practices. They are proponents of an environmentally friendly, green culture in the workplace.

Stormwater related programs encompass a variety of tasks, including but not limited to public education and outreach, public involvement and participation, pollutant minimization, illicit discharge detection and elimination, construction site pollutant control, and post-construction storm water management programs. Wastewater related programs encompass a variety of tasks including but not limited to wastewater pretreatment, various pollutant minimization projects, and pollution prevention.

General Responsibilities

Conduct activities to meet, support and exceed the water quality standards set forth by City regulation and the Environmental Services Division.
Remain informed about the latest sustainable practices related to stormwater and wastewater management for the purpose of integrating innovative ideas and/or regulations into programing.
Engage in the development, review, and ongoing enhancement of program documentations.
Participates in ordinance updates with the Water Resource Program Coordinator and the Stormwater and Administrative Services Manager.
Gather data and aid with the WPDES MS4 permit annual reporting process.
Manage records systems, digitally and/or physically.
Understand and implement local, state, and federal regulation related to both WPDES permits issued to ESD.
Ensures activities performed are in alignment with the overarching goals in the City of Superior Comprehensive Plan.
Collaborate with fellow ESD personnel and fellow municipal employees as needed.
Provide insight on designated program areas to the Stormwater and Administrative Services Manager as part of the annual budget preparation process.
Coordinate with superiors on the issuance and renewal of various permits.
Organize and execute Education and Outreach to encourage the public and businesses to change their behaviors and procedures to reduce storm water pollution and the Public Involvement and Participation program to encourage participation from individuals to prevent storm water pollution.
Coordinate and oversee the Illicit Discharge Detection and Elimination program to find, prevent, and eliminate unauthorized discharges into water bodies and storm sewer systems.
Manage Construction Site Pollutant Control and Post-Construction Stormwater Management Programs, enforcing City Codes on site erosion control and long-term stormwater management to ensure that areas of new and redevelopment will include structural measures to control pollutants, control peak flow, maintain infiltration, and establish vegetated protective areas next to waterways and wetlands.
Oversee Pollution Prevention Practices to prevent pollutants from municipally owned infrastructure, maintenance areas, storage yards, sand and salt storage areas, and waste transfer stations entering waterbodies or the storm sewer system.
Manage the Pretreatment Programs to assess new industries and non-domestic wastewater sources. Oversee and update permits for industrial users, waste haulers, and food service establishments. Collect, organize, and analyze sampling records to ensure compliance with pretreatment regulations. Prepare and send required reports to the Department of Natural Resources. Enforce city code by issuing violations as needed.
Develop pollutant minimization strategies for found contaminants, prepare reports as requested by the Department of Natural Resources, and collaborate with team members to implement initiatives aimed at reducing these pollutants.
Maintain the Geographical Information Systems (GIS) database for impervious areas and property ownership. Conduct field inspections to verify impervious areas and assess credit evaluations for stormwater billing, collaborating with property owners to execute the credit application.
Stay mindful of grant opportunities and engage in discussion about them with the Water Resources Team.
Assist the Stormwater and Administrative Services Manager as needed and execute duties and responsibilities in accordance with the overarching mission and objectives of the City of Superior and the Environmental Services Division.

Qualifications
Knowledge of:

Current principles and practices of stormwater management, wastewater management and how these systems intersect with residents and natural resources.
Best environmental and engineering practices.
Wastewater, stormwater and collection system operations, maintenance and functions.
Low impact development techniques.
Perform basic lab and field sampling techniques.

Ability to:

Perform basic lab and field sampling techniques
Understand and follow oral and written instructions and perform accurate measurements.
Communicate clearly and concisely, both verbally and in writing.
Exercise tact and discretion in dealing with the public and in handling confidential or sensitive information.
Follow, give, and record technical instructions.
Work in inclement weather conditions, around hazardous materials, and loud noises.

Training and Experience

Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:

Graduation from a four-year college or university with a bachelor’s degree or completion of formalized training pertaining to stormwater and/or wastewater management; or
Minimum of two years of experience in stormwater management programs.

Special Requirements

Driver License Requirement: Must possess valid driver's license or be able to provide a suitable form of transportation if necessary as approved by the department head.
Residency Requirement: No residency requirement.
Post Job Offer Medical Examination Requirement: Must pass medical examination for specified occupational grouping and drug screen prior to hire.
