Job Description Summary

The Office Manager provides high level administrative leadership across the department, ensuring consistent coordination in alignment with Public Works’ goals. This role requires sound discretion in personnel matters, including assessing candidates during hiring processes and preparing confidential documentation related to performance management, disciplinary actions, and separation procedures.

Daily responsibilities include supervising administrative staff, managing departmental workflows, and overseeing personnel processes for more than 250 employees across multiple divisions. The Office Manager ensures compliance with county, state, and federal regulations and administers key systems such as Workday while supporting the administrative components of OpenGov.

The Office Manager also plays a central role in departmental budget oversight by supervising the Budget Coordinator with development, monitoring, and reconciliation of budget activities. Additionally, the position serves as a trusted representative for the Director, helping maintain leadership continuity in their absence by exercising advanced management skills and independent judgment.

Job Description

Supervision / Executive Team – 40%

Provide effective communicative leadership throughout all levels of the department and act on behalf of the Public Works Director, by delegation, in their absence.
OpenGov Administrator responsibilities including oversight, direction, and optimization of the OpenGov software system used for managing and maintaining Public Works assets. This includes user training, advanced report writing, data quality enforcement, and ensuring alignment with departmental objectives.
Executive leadership team member providing strategic influence over hiring practices, budget preparation, emergency planning and response, and departmental policy.
This role requires advanced‑level management skills and a high degree of responsibility in leadership decision‑making.
Provide strategic leadership in departmental planning, workforce development, compliance, and organizational culture across all divisions.
Manage and supervise the administrative division positions including Budget Coordinator, Regulatory Compliance, Systems and Process Specialists, and Office Technician III.
Provide office management leadership and operational oversight for multiple Public Works divisions, including Trucking, Mining, Maintenance Support, Bridge, Pavement Management, and Weeds, ensuring consistent administrative practices and service delivery across all areas.
Serve as a key decision authority in the hiring process for departmental positions, including final-round evaluation and advancement decisions, ensuring alignment with departmental standards and workforce needs.
Carry out supervisory responsibilities in accordance with Weld County policies and applicable laws.
Oversee and direct compliance for the CDL program requiring in‑depth knowledge of FMCSA rules and regulations, including the Drug and Alcohol Clearinghouse and testing requirements.
Maintain extensive knowledge of policies, laws, and regulations governing county personnel and ensure their appropriate application.
Prepare statistical reports and produce financial information for audits or the Director as required.
Establish and maintain a proactive, professional, and appropriate work environment, tone, and culture for all work-related activities.
Perform broad, complex assignments requiring initiative and high‑level leadership, technical, and managerial decision‑making.
Remain informed on legislative changes, county ordinances, and updates to policies and procedures, implementing changes within the department as required.
Act as liaison for assigned committees.

Administration – 50%

Serve as the Human Resources liaison, requiring in‑depth knowledge of human resource management practices, including employee relations and leadership development.
Assist in the development and preparation of formal disciplinary documentation, including materials used for higher‑level personnel actions, in coordination with the Director, Human Resources, and Legal.
Develop and maintain a unified process for meeting departmental goals by implementing and improving internal departmental policies and procedures while adhering to budgetary constraints.
Demonstrate diplomacy and the ability to quickly address issues when faced with controversial or complex situations.
Oversee and align administrative operations and workflows across eight major Public Works divisions, ensuring integrated processes and consistent administrative support for more than 250 employees, including approximately 50 seasonal staff annually.
Interact with departmental staff and represent the county/department when working with federal, state, county, and local agencies regarding Public Works operations and issues.

Other Duties as Assigned - 10%

Work closely with the Director and Deputy Director of Human Resources and other county departments.
Value efforts to create strong working relationships with neighboring county/municipality representatives and officials.

Required Qualifications

Required Education

High School Diploma/GED and 5 years of increasing responsibility including supervision, or
Bachelor's Degree in a related field and 1 year of experience in a related field.

Required Work Experience

Five years’ experience as a supervisor or in planning, organizing, and directing a team in an administrative and supervisory capacity.

Licenses and Certifications

Professional in Human Resources (PHR)-HRCI Preferred
NIMS 100, 200, 300, 400, 700, 800 Required
Pre-employment substance screening is required for this position.
This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy.

Knowledge, Skills and Abilities

Ability to define problems, collect data, establish facts, and draw valid conclusions, with the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Must be able to read and speak the English language sufficiently to converse with the general public, to respond to official inquiries, and to make entries on reports and records.

Must demonstrate proficiency as measured by the department in computers, computer programs used by the county and communication both orally and in writing.

Add and subtract two-digit numbers and multiply/divide with 10’s and 100’s. Perform these operations using units of money, weight, measurement, volume, and distance.

Candidate must pass a background check prior to employment start date.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
