Full Job Description

This position performs a variety of duties to assist the Director of Security Management. The Facility Security & Emergency Management Coordinator is responsible for writing, updating and enforcing the Port’s Facility Security Plan (FSP) & developing, implementing, & maintaining a comprehensive emergency management & continuity program. This position ensures compliance with applicable federal security regulations while coordinating emergency preparedness, response, recovery, and continuity planning to protect personnel, facilities, information, and organizational assets.

Essential Duties and Responsibilities

Facility Security

Administer & maintain the Port's FSP in accordance with applicable federal regulations and contractual requirements.
Serve as the designated Facility Security Officer (FSO) & primary liaison with federal, state & local agencies and tenants.
Manage visit authorizations & access control procedures.
Develop and maintain security policies, procedures, & standard operating instructions.
Assist with the overseeing of the Port’s contract security services.
Conduct security briefings, debriefings, self-audits, and quarterly/annual security training & exercises.
Investigate security incidents & coordinate corrective actions.

· Attend security related meetings to stay abreast of modern security & response efforts.

Emergency Management

Develop, implement, and maintain the organization's Emergency Management Program.
Prepare and update emergency operations plans, hazard mitigation plans, & continuity of operations (COOP) plans.
Coordinate emergency preparedness exercises, drills, & after-action reviews.
Serve as Emergency Management Coordinator during incidents & emergency activations.
Coordinate with local, state, federal, & community emergency response agencies.
Manage emergency notification procedures and accountability systems.
Conduct emergency preparedness training and awareness programs.

Risk Management & Compliance

Conduct risk and vulnerability assessments.
Recommend security improvements and emergency preparedness initiatives.
Ensure compliance with applicable federal, state, local, and contractual security and emergency management requirements.
Maintain required records, reports, and documentation.
Monitor regulatory changes and implement program updates.

Collaboration

Coordinate with Human Resources, Information Technology, Facilities, Safety, and executive leadership on security and emergency management initiatives.
Support organizational resilience, business continuity, and crisis management planning.
Participate in audits, inspections, and compliance reviews.

Minimum Qualifications

Bachelor's degree in Emergency Management, Homeland Security, Criminal Justice, Public Administration, Business Administration, or an Associate’s degree with related field experience.
Three to five years of progressively responsible experience in facility security, industrial security, emergency management, or a related field.
Knowledge of federal security regulations and emergency management principles.
Experience developing policies, emergency plans, and training programs.
Strong organizational, analytical, & communication skills.
Ability to manage multiple priorities & respond effectively during emergencies.

Preferred Qualifications

Experience serving as a Facility Security Officer for a cleared facility.
Professional certifications such as:
ICS 100, 200, 300, 400, 700, 800
MTSA FSO Course
Experience with continuity planning and incident management.

Knowledge, Skills, and Abilities

Knowledge of emergency management, National Incident Management System (NIMS), and Incident Command System (ICS).
Strong leadership and decision-making abilities during emergencies.
Excellent written & verbal communication skills.
Ability to maintain confidential & sensitive information.
Proficiency with Microsoft Office and security management software.

Working Conditions

Indoor and industrial environment with periodic inspections of facilities.
Requires the ability to lift up to 20 pounds & stand for up to 8 hours
Participation in emergency response activities outside normal business hours.
Ability to respond to emergencies 24/7.
This is a full-time position. Days and hours of work. Monday- Friday, 8AM- 5PM. On Call 24/7.

Additional Requirements

Must have a valid Texas Driver License
Must be able to obtain a TWIC
